The test also converts enlisted authorizations in unit orderly rooms the administrative Section of the Squadron from administration to personnel career Fields Salvadore said. We re forming Mission support squadrons at three Safe bases Raf Alconbury Englan Torrejon Spain and Spang Dahlum Germany he said. At Tor Rejon and Span Dahlem the present chief of personnel will become the Squadron commander and at Alconbury the chief of base administration will. The idea is to provide a More cohesive organization which we believe will ultimately provide More responsive service to individual  Salvadore said officials believe service will improve under the Mission support Squadron concept because personnel officers will be Squadron commanders and will be Able to Sec firsthand what kind of service other squadrons on base receive from capos. If a personnel officer who is also a Squadron com Mander sees an unnecessary procedure or form which is slowing Down service to his people he is in a position to do something about it Salvadore said. And since he will be facing the same problems As the other commanders he serves and any improvement will be of direct value to him he will probably do it More quickly than he would As a staff  under the Mission support Squadron concept the squad Ron commander would be in charge of professional Mili tary education education services social actions military personnel civilian personnel base administration family support centers and morale welfare and recreation Salvadore said. Converting administrative orderly room positions to personnel slots will result in a reduction of about 1,200 base level authorizations air Force wide said capt. Teri Nave the air Force program manager for development of mis Sion support squadrons. The whole process of setting up these squadrons and converting the orderly room authorizations is to provide a framework to Deal with some major changes which Are coming into the personnel system within the next few years Nave said. The changes which will continue into the Early 1990s, will give orderly room personnel clerks better Access to the air Force manpower and personnel Center Nave said. The most apparent changes will be a reduction of paperwork and that squadrons will assume More responsibility for personnel actions she said. As it stands now most orderly room people spend from 60 to 80 percent of their time handling personnel functions  Nave said the conversion of authorizations which be comes effective oct. 31, will better define the role of orderly room clerks. They will All be dual qualified she said. But their primary skill codes will be for personnel rather than administration. They have the competence and intelligence to handle the personnel matters now they will be completely trained to do the  Nave said the new re trainees will be exempt from Job skill tests in promotion Competition through 1987.
