The report was compiled after the office of Force management and personnel which oversees Dodds requested a Survey of resources above the school level in july. These include chief school administrator offices regional offices and the Headquarters in Washington where Dodds employs about 750 people. Steve Motta Dodds Deputy director said school officials had reviewed the recommendations attached their comments and sent the study Back to the director of dependents schools policy in the Pentagon. Motta said that the report is a draft and that it would be inappropriate to discuss an internal working paper. The director of the policy office Marine col. De gaucher was out of town Friday and could not be reached for comment. Other conclusions by manpower specialists who have been working on the study for at least three months Are duplication should be ended in serv ices offered by both Dodds and the 7th medical come for children with special education needs. The study cited the 7th medical come s significant medical diag Nostic and treatment program and army efforts in social work psychology behaviour modification speech therapy and related services. Twenty spaces outside of schools could be saved from fiscal 1986 to 1988 by ending that duplication. Immediate consideration should be Given to requiring Dodds to take Over some civilian personnel office functions now provided by the military under interservice support agreements that involve 1,200 Man Power resources. That could result in Cut Ting More than 50 Man year equivalent spaces saving $1.08 million by the end of the 1987 fiscal year. Long Range recommendations the report said Dodds and Dod should considerate consolidating the Atlantic and Mediterranean regions and placing the new regional Headquarters in London. This change would save an estimated 30 spaces and $765,000. Forming a european nato re Gion. This Region would provide better control Over schools and allocation of resources although it also would cause major organizational consolidating at the Dodds head quarters in Washington the curriculum development now done in the regions. This would save 20 manpower spaces and $510,000 by mid fiscal 1987. The study also had two suggestions for the military assigning parents of children with handicaps to locations overseas where Dodds has special personnel equipment and facilities for such children. Having military departments help Dodds plan its construction and hiring by coordinating changes in Force Structure or stationing. In manpower matters the study called for a 12 percent reduction 17 spaces in the 142-member Dodds Headquarters staff in fiscal 1986 and 1987 to save an estimated $2 million. The authors said the cuts would leave room for growth in any Headquarters staff areas that might need More personnel. The manpower specialists found that Only five of 48 Over hire positions jobs that exceed the authorized number in regional offices could be justified. They called for eliminating the rest saving $645,000 by sept. 30, the end of this fiscal year. Ten More spaces could be saved by fiscal 1990 if the Small Panama Region were downgraded to a mini Region the study said. The concept of the chief school adminis Trator or sub regional offices is valid but the study also said that 14 spaces in these offices could be Cut in fiscal 1987 and 1988. One Dodds official who asked not to be identified said any personnel reductions resulting from the study probably would have Little Impact on Dodds. The reductions would be made As part of budget cuts already required by the Gramm Rudman deficit reduction Law he said. The study might help to show where savings could be made. In addition in announcing where Gramm Rudman cuts would fall Dodds officials largely have picked non staff areas. Beth Stephens Dodds director pledged that where possible personnel Cut backs would be managed by Normal retire ment and other attrition not reductions in Force the official said. Meanwhile some recommendations such As taking on the responsibility for person Nel finance and Supply operations would increase Dodds staff not reduce it he said. Jack Rollins president of the overseas education association said the report appeared to confirm his belief that staffing increases which Are linked by formula to increases in enrolment have not translated proportionally to More classroom teachers. The increases he said have been in specialists such As Counselor or physical Edu cation teachers or clerical or other staff members. That is because in part enrol ment has increased much faster than the school system could build classrooms. The sea teacher Union represents about two thirds of Dodds 9,500 teachers. Rollins said he also was concerned about parts of the report that he feared could Lead to increased military control of the school system. He referred to a suggestion that a single defense Agency could Lake Over Dodds personnel finance and Supply functions As an alternative to the school system s support agreements with the military services. The Union was the prime supporter of legis lation since repealed that would have transferred Dodds to the department of education. The study estimated a potential for Sav ing 300 manpower spaces within the de sense department and $4.5 million. One example of How this would be done is if responsibility for Dodds personnel or Supply operations changed. But the study said any such dramatic changes should be carefully planned and phased in Over one to five years to minimize disruption capitalize on Normal attrition and maintain the Quality of education. While recommending manpower reductions to Dodds to improve or streamline its operations and efficiency the study found an excellent educational system with dedicated hard working professionals at All Levels the authors wrote. In detailing Cost saving measures the study said $300,000 15 Man year equivalents could be saved by the end of fiscal 1987 if Dodds took on More of its finance and accounting work. Dodds also could be required to do More of the ordering of textbooks and other supplies now being done by the defense logistics Agency the study said. The Esti mated saving was 50 Man year equivalents in Supply and procurement Fields. In general Dodds executives Monitor these functions carried out by military agencies. Sometimes Dodds has the Abil Ity to do the work itself the study said.
