A House Senate conference wrapping up the fiscal 1989 defense authorization Bill has approved funding of $300 million mostly for ships and aircraft to be used for increased surveillance. The final Bill is expected to expand the role of the coast guard As the Leader in the interdiction Effort. The conferees also dropped controversial language that would have involved the military in making civil Ian arrests of suspected drug smugglers. As a Compromise the Pentagon has agreed to allow individual states to use National guard troops to aug ment regular Federal police along the Bor Der. Differences in the House and Senate appropriations Bills must be worked out in a conference that will begin shortly after the full Senate approves its committee s version. When the conference ends the Bill must then again be approved by both Chambers of Congress and signed by the president. Similarly once the authorization conference ends that Bill also must be approved by the House and sen ate and signed by the president. Pentagon officials Are reluctant to talk about con Gressional backtracking on the drug interdiction Issue now that they have prevailed with their View that the military is ill suited to handle the Mission.
