Carlucci exhorted the arms Industry monday to serve the defense department with integrity and honesty by policing itself. I am committed to taking whatever Steps Are Nec Essary to assure that defense business will be con ducted at the highest Levels of integrity and honesty Carlucci said in a letter to the 200 largest makers of arms. I ask that you join me in this with that plea and other actions made Public in news conference monday Carlucci did Little but underscore the military and political dilemma in which the defense department finds itself As a consequence of the investigation of procurement being conducted by the Justice department. On one hand if the Pentagon does not Root out Industry executives private consultants and govern ment officials who Are found to have engaged in bribery and fraud in the procurement of weapons the entire process by which the armed forces obtain weapons May be corrupted. On the other hand stiff punishment of makers of arms could easily delay the delivery of vital weapon Sand equipment to the forces in the Field. If one maker of arms were suspended from doing business with the Pentagon a common Sanction it would take time an Money to get another started making the same weapon. Politically it seems certain that the scandal will bean Issue in the presidential election Campaign in the fall. If the defense and Justice departments seek to expose and punish makers of arms the Reagan administration risks alienating republicans who Are support ers of the weapons Industry. But if the administration takes no action it risks giving the democrats an additional Campaign Issue. At his news conference Carlucci said the 16 Compa Nies named in search warrants with which the Justice department has been seeking evidence of bribery would be required to certify that they had not obtained information improperly. Otherwise he added they would not be eligible for new contracts. Prosecutor Robert Walsh asked for an got the maximum sentence 3 /2 to seven years in prison arguing that Routhier had a total disregard for the safety of others and nothing else would keep Norman Rou Thier off the Superior court judge Linda Dalianis also gave Routhier a consecutive 12-month sen tence for a lesser offence but credit for time served already and for Good behaviour while in jail essentially wipes it out.
