John Leyden a spokesman for the Faa said the negotiations involved none of the old hard nosed confrontations that were a feature with the professional air traffic controllers organization whose strike in 1981 was declared illegal by president Reagan. The Union which was certified to rep resent controllers in june 1987, was granted a role in a wide Range of panels and working groups that supervise the operation of the air traffic system. However the aviation Agency refused to include in contract negotiations specific operational matters involving the procedures to be followed in directing aircraft or the equipment that must be installed in control towers.
