He also said that on the basis of intelligence re ports we must assume that this Plant in rata is in tended to produce chemical  according to Schaeuble new reports by the West German intelligence service gave Clear indications of involvement by German companies in the Libya factory. Schaeuble said that on dec. 14 West German investigators met with an informant who gave them documents indicating involvement in the Plant by the West German firm Imhausen Cherie. The informant according to Schaeuble said other documents could be obtained from Ibi engineering a now defunct company that was based in  investigations have been launched against Imhausen based in Lahr and Ibi which allegedly organized participation in the libyan Plant by other West German  Kohl was present during the debate he did not speak. A government spokesman said Schaeuble delivered the speech because it was a matter of protocol.
