Lozano was charged in the killings of Clement Lloyd 23, and Allan Blanchard 24. The two were speeding on a motorcycle Jan. 16 in Overtown when Lozano allegedly shot Lloyd in the head. Lloyd died at the scene and Blanchard his passenger died the next Day from injuries suffered in the ensuing crash. Dade county state attorney Janet Reno said a Thor Ough investigation found that murder charges were unwarranted.
