The program stems from passage of the Asbestos Hazard emergency response act in october 1986, which in a specific reference took note of the depart ment of defense dependents schools. The studies showed that Asbestos fibres were Only danger Ous when in a friable or powdery form. However overseas schools built in the last five years contain no Asbestos building materials. Abatement can include removing or sealing the Asbestos material so that it poses no danger. The school system has allocated about $17 million for Asbestos abatement in 1989, but school officials have said that $57.25 million eventually will be spent to Complete the program. That Book is to appear within a year. No Date was set for the memoirs which will contain his personal reminiscences reflections on his life and his achieve ments and on the key events successes and disappointments the publisher said. The books will be edited by Michael Korda editor in chief of Simon & Schus Ter. Richard Snyder chairman of Simon & schuster said the memoirs will be come one of the most valuable historical documents of this  the former president s agent in the Deal attorney Morton l. Janklow said negotiations on Reagan s contract proceeded without the president s knowl Edge while he was in office to avoid the possibility of a conflict of interest. On tuesday Bush asked the director of the office of government ethics Frank Nebeker to Brief All senior administration officials on ethical and conflict of interest standards said White House press Secretary Marlin Fitz water. Bush proposed during his Campaign that such briefings be held annually. More than 100 members of the Reagan administration m which Bush served As vice president were accused of unethical or improper behaviour.
