After a five year phase in period fed eral student Loans would be tied to participation in the civilian corps said the Bill s sponsors. Some students such As the handicapped would still be Eligi ble for such Loans without the required service. About $11.9. Billion in Federal Loans was distributed to 4.4 million recipients in 1988, according to the department of education. Officials estimated that the plan when fully implemented would Cost the Feder Al government $5 billion each year and would attract 600,000 volunteers to the Community service portion and about 400,000 forthe military. Meanwhile  a. Mikulski d-md.,plans to offer her own National serv ice plan next Nunn month a part time neighbourhood base program under which volunteers would work two weekends each month and two weeks a year. Under her $2 billion plan student Loans would not be phased out. Volunteers would work in teams on such programs As meals on wheels and Tutor ing. Each Volunteer would receive a $3,000 voucher for each year served with service ranging from three to six years. The vouchers could be used for education or the Down payment for a first Home. The ruling allows Julie Dubbs an openly lesbian employee of a military contractor on the san Francisco Peninsula to go to trial on her claim that the Cia unconstitutionally denied her a High level Security clearance in 1981. Lawyer Richard Gayer noting that his client received a similar clearance from the army said the decision gives us a Chance to Embarrass the Cia by forcing it to justify its practices.
