European Stars And Stripes (Newspaper) - February 18, 1989, Darmstadt, Hesse Saturday february 18, 1989 the stars and stripes Page 11 dear Ann Landers my brother is afflicted with aids and will probably die with in the year. I am amazed and saddened bythe Lack of sensitivity of some of my friends and relatives. I still hear remarks such As people who get aids deserve it. They should t have been engaging in unnatural and immoral when i see my brother lying on the Couch weak and Ema dated i wish that i could take his pain away. I feel so sad and Hel Pless because there is nothing i can do. I Don t think about his sexual encounters and won Der who his partners were. I Don t speculate about whether or not he was a drug addict. I Only see person i love who is suffering and my heart goes out to him. 1 still hear people telling aids jokes. This disease snot funny. To joke about it is cruel. Does the person telling those jokes realize that a member of his or he audience might have someone very dear who is dying from this hideous disease aids is becoming so Preva Lent that soon everyone in this country will be related to someone who has it. Thanks Ann for letting me get this off my Chest. Florida heartache dear Florida How right you Are. The statistics As of Jan. 16,1989, look like this aids has produced 84,133 reported cases in the United states and 47,049 people have died from it since the epidemic stated in the Early 80s. As for aids jokes they re an abomination. If anyone starts to Tell one in my presence i Cut them dead. I urge everyone who reads this to do the same. I have a question about where the funds for such construction come from. I just resigned from a manager s position at a Remote site club in Schonborn West Germany due to pcs. I was employed with non appropriated funds Naf. The club was called the 4/1 club and was located on Post to serve the soldiers at the Remote Ada site c4/1. An extremely Remote site. Three buildings made up the compound. A motor Pool one billeting and the club 4/1. There Are about 115 soldiers Here. Their by Sauna Library mail Pom female & male Billet ing arc All in this one main building which has been condemned for Over two years. It is in a terrible state of disrepair and though the commander of this Rostand All its soldiers do their utmost to keep the build ing maintained it still is a Hazard. It sickens me to Sec hard working soldiers far fro Home in a Remote place living under these conditions because of budget cuts Naf recently spent thousands of dollars profit from different establishments in the Worms Community to add on to the club an addition Well Nee Dedas the club s main office robbed c4/1 of needed space in their building but they also spent thousands to build a worthless bbl pit which the soldiers there resent a lot. I realize that Naf funding is separate from .army funding. But i was also taught by Naf that our main priority above All else is to serve the Soldier Sand their families. The main Issue is this if the . Army is so Busy spending thousands of dollars on nuts and bolts and toilet scats that the very daily needs of its soldiers like a decent building to House them in go unnoticed and if Naf and other agencies whose main goals arc to serve the Soldier scan spend thousands of dollars on useless construction who is going to really care for All these gis who live in rat shacks i m sure there arc other soldiers living in conditions just As bad. C4/1 is not alone. Why can t Naf and the . Government put their Money together and give the working Soldier what he really needs where it s really needed. A building Semi free of rats with Good insulation for the Winter ceilings that Don t have holes in them or lift completely off the building As they do on the 3rd floor of c4/1 billets. Most of the gis i be met Are Between the Ages of18 and 23. Fresh from Home first Lour overseas. They come Here expecting the Glamour of Europe like the . Army shows on to. Instead they Are placed in Remote Sites and live i rooms not fit for anyone. They work extra hard to make it a piece of Home All the while knowing that i the army really cared they would at least have a decent roof Over their Heads. They sit there in a condemned building while right outside their window a Brand new. Expensive Worth less bbl is erected. I m not asking for condos but the soldiers of the . Army work Long hours for you and me. And they deserve at least a decent building they can Call Home. I Sec the air Force at Sembach a remodelling their billeting. I understand they do their own contracting which is cheaper while the . Army con tracts from the Economy. I understand the need to keep economic balance with the Fri but where do we draw the line Tracey bastion Kaiserslautern West Germany editor s note Dvorah Asch program analyst office of the Deputy chief of staff resource management hq., Usa eur replies you have commented on a real problem decent Barracks for soldiers and have asked Why can t vie Combine non appropriated funds Naf and appropriated funds apr to fix this problem. You have also questioned How economical Are army is. Air Force procedures. Fixing Barracks is one of the Cincu Karkur s highest priorities. While 124,500 Barracks spaces Are now in Good condition there Are 25,100 spaces need ing repair just As fast As they can be funded. Although not actually condemned the Barracks at Schonborn army Remote site Are in bad condition and Are in fact scheduled for repair this fall. This was approved by the local commander who is responsible for setting priorities among repair needs for his Community and Remote Sites served by Bis Community. Naf funds May not be used to construct or repair Barracks. Naf dollars soldiers dollars Are in tended to improve the Quality of Soldier life above the minimum standards rightfully the responsibility of the Federal government. Decent housing for soldiers is a necessity not a Nice to have and so is paid for with taxpayers dollars apr. Naf dollars Are not in tended nor authorized to be used to finance projects for which Congress provides appropriated funds apr. Congress decides How taxpayers dollars apr Are to be used. These apr dollars cannot be augmented by an outside source such As Naf without violating the congressional Power of the purse doctrine Basic to our form of government. Naf funds can be used to enhance Quality of life. The bbl pit you mention probably was funded in this manner As an Naf project developed by your unit and approved by your local commander. Lastly both the air Force and army repair bar Racks in the same manner using either in House or contracted personnel. The same rules for contract work apply to both services and most work is indeed performed under contract through the local i re Bau amt.
