Lucas a former new York City police officer who was an unsuccessful Republican candidate for Gover nor of Michigan in 1986, was selected by attorney general Dick Thornburgh. Thornburgh said he had forwarded Lucas s name to the White House. Bush is expected to announce the nomination formally within the next few weeks. In the Michigan gubernatorial race three years ago when Lucas failed in his bid to defeat gov. James j. Blanchard a Democrat mayor Coleman a.
