My dog was hit by a car. When my wife called with the news my Boss was very support ire. He let me leave work immediately even though we were Busy and it left him Short handed. I rushed Home As fast As could. My wife was nearly Hyster ical. I went into the living room and there Lay my dog. He was t mov ing. He was t making a sound. He just looked at me As if to say please hip  i gently picked him up and carried him to the car. The person in charge of the animal Hospital said i needed $38 Cash on the spot. I told him that i always pay my Bills and they would get their Money in five Days. He said sorry we can t help  i took the dog Home and my wife and i nursed him Back to health. What happens when a child is injured and his parents Don t have any Money some would say that is a different  i m not so sure. I have heard of pregnant women and very sick people being turned away because they had no Money and no Hospital insurance. Will you please Check with a couple of animal Hospi tals and let me know what they have to say about treating an injured animal when the person does t have the Cash i need 19 know if they Are More hard hearted in this town than in other places. The first said they would treat the animal if it appeared to be an injury that was not complicated but if it was a serious injury that would require intensive care they would refer him to an anti cruelty society. The second Hospital spokesperson said Are you kid Ding we re running a business. Our place in t for Charity stuff. We have Bills to pay like Ever body  and bang went the receiver. So you see it All depends on the place and i suspect the size of the heart of the person who is on duty. I am fortunate enough to shop at Kelly. It is a poorly kept secret that the Kelly commissary run by or. Boswell and , is a jewel of a store in any setting. They continually take the pulse of the Community and serve and Supply its wants and desires. Therefore 1 was devastated when 1 read the recent article entitled army commissary system to standardize food  i feel standardization is unfair and an outrage. To base inventory on Gross sales and not on the Community s needs is yet another example of the people serv ing the system instead of the Way things were intended. According to Denise Gomes the changes Are to convenience the vendors and managers who had to answer questions about their stocking procedures. It also sounds As though the representatives from six euro Pean commissary districts who will oversee the additions and deletions will add another cog and More paperwork to an already unwieldy bureaucracy. To get to the Bottom line this is an avoidable Cut in an already downward spiralling number of benefits to family members and soldiers Here in Europe. I Hope i am not the Only disappointed commissary Patron questioning the abrupt previously unannounced change. Army troop support Agency european commissary Region replies the troop support Agency european commissary Region Tsa eur Cor developed its new Stockage and selection procedure to ensure that every commis sary no matter what its size stocked products in every commodity group and that the Best items in each group were available to All customers. The new procedure also ensures that available resources Are spent on the Best products. Also commissar officers Are Able to accommodate adequate inventories of products within the Lim its of their warehouses and shelves. What this All Means for our customers is that slow moving items which ordinarily might go stale on the shelf Are eliminated which frees up shelf and Ware House space for Mic popular products. This makes it easier for commissary officers to keep adequate inventories of products to meet customer demand. Customers will also find that new items appear More quickly on commissary shelves. The new procedure does not ignore he special needs of individual communities nor docs it take away the commissary officer s ability to manage his own store. There Are several aspects of the procedure thai allow for flexibility in Stockage. Whenever they feel it is appropriate the six District managers May request that any commissary under their management be rooted into a higher sales volume group. Such a decision would be made when warehouse shelf and employee resources enable an individual commis sary to handle the increased Stockage level. Since the  grouping of stores 18 of our 84 commissaries hate been moved into higher sales Tolome groups. Also commissary officers May request exception from Stockage requirements when the demand for a particular product is High or Low in their Community. District mangers May authorize additional items for commissaries under their management for a total of up to 5percent above the comi Nixmary s established target the new procedure reduces rather than adds to the paperwork and bureaucratic process since Fie Stockage and selection process is centralized. A Grec. Deal of the commissary officer s time that was Brenoc slur spent in listening to Vendor presentations and inline out paper work to add or delete products can now be spent in improving customer service and managing the commis sary. The change in blockage has not been an abrupt  review and placement of products into sales volume categories have been accomplished in stages. Semi perishable products Are canned and packaged goods that require no refrigeration and have an extended shelf life. Semi perishable goods also include health and Beauty aids household products and other non food items. Commissary officers will continue to determine Stock age for their own stores for cigarettes cocktail mixes Manischewitz products Goya products specification items and offshore acquired european products including fresh fruits and vegetables Dairy products and meat and poultry. They will also continue to determine Stockage for All freeze and chill products. Please note that customers continue to be an important part of the selection and Stockage process. Custom ers May make their wishes known through the Sugges Tion program or by directly informing their commissary officer. Every customer suggestion is considered As they often provide indications of products that should be added to the Stockage list. We arc confident that our new procedure will improve upon rather than degrade the commissary Benefit.
