But for the rest of the nation Walters said Bennett is considering offering Federal funds or other enticements for More states to adopt these and other programs aimed at punishing drug abusers. Among the models that Walters cited sunday was Mississippi s regimented inmate discipline program begun in 1985 at the state Penitentiary in parch Man.
