Litton filed the protest after documents in the Pentagon procurement scandal known As operation Iii wind alleged that consultant William Calvin had obtained detailed information on Litton s proposal from Victor d. The Gao decision released monday was based on information contained in an affidavit unsealed dec. 27, that had been filed in support of requests for search warrants in the Iii wind investigation.
