Of Beverly Hills Calif., which competed against new York based Loral for the con tract to build f-16 advanced radar warning receivers. Litton filed the protest after documents in the Pentagon procurement scandal known As operation Iii wind alleged that consultant William Calvin had obtained detailed information on Litton s proposal from Victor d. Cohen Deputy for tactical systems with Theair Force s assistant Secretary for acquisition. Although the contract awarded dec. 20 was for $20.4 million for 19 radar warning receivers Vic com Pany has options that could Lead to the production of 654 additional systems for a total Price of $188 Mil lion. In addition Loral officials have estimated that the contract could Lead to electronic combat programs valued at $2 billion because members of Congress have urged the air Force to standardize the radar warning receivers used on various aircraft. Loral a Large defense electronics company said tuesday that it would ask the air Force not to Termi Nate the contract arguing that the Gao based its Deci Sion on unproven allegations which Loral believes arc  an air Force spokeswoman maj. Donna pastor said air Force officials were reviewing the Gao Deci Sion to determine our course of action. In the interim the air Force has taken Steps to preclude the Obliga Tion of any funds beyond the $20.4 million. Under Federal Law the air Force can accept the Gao recommendation ask the Gao to reconsider its decision or reject the suggestion. If it chooses the last course it must inform the Gao within 60 Days. The Gao in turn must inform con Gress. There already has been Strong congressional opposition to the selection of Loral. Last month rep. Nicho Las Mavroulis d-mass., chairman of he House armed services investigations subcommittee wrote air Force officials urging them to suspend the Loral contract because of allegations of improper activities. The Gao decision released monday was based on information contained in an affidavit unsealed dec. 27, that had been filed in support of requests for search warrants in the Iii wind investigation. The affidavit alleged that Galvin who was a Consul Tant for both Loral and Litton obtained information from Cohen about Lilton s proposal and passed it to Loral
