European Stars and Stripes (Newspaper) - May 27, 1989, Darmstadt, Hesse Saturday May 27,1989 the stars and stripes Page 25 worldwide american football league Schramm to set games in 30-60 Days by Walt Morrissette staff writer Karlsruhe West Germany Tex Schramm commissioner of the new worldwide american football league said Friday he will announce the 1990schedule and the team locations in about 30-60 he also said the nil will probably stage an exhibition game in West Ger Many before the 1990 season. Schramm and european football league officials talked about the Wall in a press Confer ence at the Schoneck sports Academy Here. Schramm is touring Europe to line up comm crucial television support and inspect possible franchise Sites. I think Well definitely have a game Here next year possibly in Frankfurt or Munich in 1990 because we re expand ing in that direction Schramm said. This year 1989 we re adding a game in Japan to the game in when asked about league franchise locations Schramm said obviously we re going to go where the current great est interest is. In great Briliant in Germany in Italy in Schramm said Frankfurt Hamburg or Munich arc the top candidates in West Germany and Milan or Rome would be the top italian prospects. He also said it was obvious that London would get a team probably to play in Wembley stadium the 70,000 scat site of four previous american bowl exhibitions. The thing that will be of critical in Terest to us is the people in the stands Schramm said. Not the Money that we can get at the Box office but the people in the stands. Because if this is going to Start off with the main drive coming from television there is nothing that Cre ates the interest and the recognition of sponsors that this is really something significant than to have stadiums with peo ple in the stands. Other per equities for a Wall fran Chise include practice facilities where the teams can practice five to six times weekly and we d need a place attractive and inviting for our players and coaches to Schramm also said while the new Wall offices will be in new York and Over Here he would continue to live in Dallas. Although he would not name franchise locations he did mention possible cities and division alignments. Schramm also mentioned a possible three division Structure an european division with four or six teams including London an Eastern division with four Tex Schramm teams including new York and Montreal and a Western division that could in clude teams from Mexico City Texas and California. There will be teams from Florida possibly Washington d.c., mainly those cities which arc candidates for expansion teams in the nil. You la find Florida represented probably the Carolinas Texas California. It will be a very interesting mixture. Some of the cities who at first notice did t think they would be interested arc now very interested because with the inclusion of the european teams it gives their City an International the teams will play a 12-14 game schedule from Early april through june depending on the number of teams in the league. There would be a trans Atlantic game every week Schramm said and the schedule would run from Early april to the end of june ending with two july playoff games. Everybody would play into division games. Every week there would be a game when a United states team would play in Europe and that game would be televised Back to the United states. And there would be a european team playing in the United states and hopefully that game would be broadcast Back Schramm said the league will Kickoff next april because All three american broadcast networks and five Cable net works want it then. Esp now reaches 65 percent of All american to House holds Schramm said. Our television networks Back in the United states arc very very excited by this program he said. Television in the United states today is the main monetary drive in sports. We have that inter est so we arc going to fulfil Schramm said his league would not replace the 1,000-Tcams who play Ameri can style football in the european foot Ball league but those players Are Wel come to try out for Wall teams. There will be no nationality quotas such As those that exist in German american league teams. However Wabl play won t reach its popularity potential until the teams Here Are made up of National players that can play on an International what would the playing level be like Usel style it will be a High Grade exciting level of football. I Don t want to compare it to anything like the Usel. But the thing that makes the nil great is its players. They Are the ones that make the differ ence. The super bowl teams and your championship teams have the great stars that make the great plays thai make the difference. After you drop Down below this level then there is a great Deal of difference in the players. We will have the players at that level. We won t be Able to attract the top stars. But we will be Able to attract players that arc pretty close to the level of the National football league. It is going to be exciting it is going to be Schramm compared this venture to his running replacement players during the 87 nil strike. He said the of player limit of 37 players made More Quality players available for his new league. We found out when the strike was Over that a lot of those replacement play ers were belter than the players we kept after the strike. And their attitudes were about twice As Good because they got the second Chance and they wanted to play. Attitude is three fourths of fool Ball. Well develop our own the league will also have 40-Man Ros ters with no free Agency. He plans to Speed up inc game by changing the procedures Between plays like using a 35-second clock Between plays instead of inc nil s 45-Sccond clock. Schramm also wants to limit wholesale player substitutions on third Down passing slut Lions which also Cal up time. I m familiar Wilh soccer being a non Stop game and a game nol As Long As ours he said. I want to get it Down to where we average Well under Ihrck hours a Schramm also said he will also sus Pend players who fake injuries and As for drug offenders. We Are not going to tolerate drugs. Well have random drug testing through out the season and one strike and your c Schramm said american football play ers will be eager to play in Europe. I can say without reservation there Are a lot american players who will want to come Over Here and play. I think you will Sec players in that you la recognize the names. We will work closely Wilh the National football league and there will be players in the National football league Hal will come Over and play on these the new league will use both Ameri can players and players from the euro Pean football league a 14-fcderation, 1,000-Tcam Confer Nance. There will be no ratio or quotas Schram emphasized. Any Elf player or any nil player who has the ability to play on this level will be More than Wel Schramm is depending on Paolo Walker president of the Elf for help in getting inc league going in Europe. I think Hal Wilh inc Good cooperation Between the worldwide american football league and our 14 National federations and Over 1,000 teams. We can develop it More than it has been in the Schramm will use lessons Learned from previous Spring football leagues that failed. You have to have a Structure in which you can keep your expenses within your revenues he said. Previous owners failed to control their player salaries and up Cal themselves out of Wall teams will have local ownership but with greater control from the league to control costs and to prevent teams from moving As easily As they have in the nil or icy will destroy them solves which has happened in the it will be a truly International league. Inc first International league that has involved the United Stales in a regu Lar organized International league. It s very exciting to me. Because inc National football league has been my life. I Star cd Wilh the los Angel srams and became i hair general Man Ager and 1 was there for 10 years. Then i was the general manager presi Dent of inc cowboys for 29 years. Now this is a new Challenge in building a league particularly taking the first Stepin being an International league.
