Los Angeles times Syndicate end creator s Syndicate civilian wants More pull at dental office a recent letter concerned a military family member who was attempting to obtain dental care for her 2 year old daughter. She said she could t obtain an appointment for her daughter for various reasons including that As a military dependent she was the lowest for the record the lowest priorities in both the Den Tal and medical Side of the House Are civilian govern ment employees and their dependents. Not Only Are we the lowest priority but we arc also required to pay $62 per visit for this distinction. A few months ago. I had a cracked filling obviously i needed it repaired. I also could t get an appoint ment and was required to pay the $62 before i could even be placed on a waiting list. After presenting my receipt i waited three hours to be seen. I was seen then Only because a military member did not make his appointment. The dental examination confirmed the cracked filling. 1 was told they might not he Able to work on it that Day which would require me to pay an additional $62 and be seen on a space available Only basis. I opted to continue waiting and luckily. I was seen the same Day. In any Case i was required to use six hours of sick leave because i could t obtain an appointment. Having been in the military can understand the importance and privilege of free medical care for . Civilian government employees How Ever who Are transferred to overseas duty stations Are just As important to the Mission As our military counterparts. If we were getting free medical and dental care i could understand being the lowest priority. If anything we should at least have the same priority As an Active duty member and our families the same As that of military dependents. Here in Naples Italy As i m sure in other cities overseas it s not As if we have a Large Choice of compe tent medical alternatives As we do in the states. It s no wonder so Many civilian employees opt not to extend. Among other things we re treated As second class Citi Zens when it comes to Basic medical dental needs. My family is important to me. And Basic medical care overseas in my opinion is More a right than a privilege. If had a reasonable alternative i assure you i d take it rather than play the waiting game at military medical facilities. . Booth Naples Italy editor s note Navy capt. . Linman commander . Naval dental clinic Naples Italy replies first let me provide a Little background on dental care for civilians. The Federal employees benefits improvement act of 1986 extends eligibility for health benefits to All is. Citizen Federal employees including Dod school employees and their sponsored dependents at specific Remote Continental is. And overseas locations. This eligibility includes routine dental care with the provision that such care will be rendered on a space available basis defined As a period of time when no military personnel Are available or can be contacted to fill an appointment and that the patient will be charged a per diem rate. The specific Impact of this legislation As it relates to those civilians seeking denial care in the Tuple area was publicized by consolidated civilian personnel of fice Naples notice 12890 of dec. 9,1986. Despite this increase in the number of patients Eligi ble for treatment staffing Levels have in fact decreased. Remaining resources must he carefully allocated while paying heed to the priority of Active duty operational readiness. Navy and Marine corps personnel and their dependents first undergo a medical and dental screening prior to Transfer overseas to determine their mint ability for such duly assignments. Civilian employees Are formally advised of these limited health care assets and strongly urged to Complete any definitive care prior to coming abroad and Are encouraged to procure health insurance. Additionally let me add that the naval dental clinic. Naples and its Branch clinics in six european countries provide imme Diate treatment for All Bona fide emergencies for any is. Citizen. Your Case concerning a delay of three hours in being examined for a cracked filling is unfortunate and unsatisfactory under Normal circumstances. It has been referred to the command Quality Assurance committee for review and recommendation. Please be advised that patient Contact representatives Are available at each treatment facility to assist with just such concern As yours. They May be contacted in person or by Telephone and might be Able to suggest possible Slack periods during which Yon would have the Best Chance of receiving routine care. Every Effort is made to Complete treatment in a Man Ner that minimizes the required per diem charge As this additional administrative chore is equally unpleasant for us. In your letter you did not imply any shortcomings of the dental staff or in the treatment you received. While we always strive to be sensitive and caring it is some limes the level of our communication skills that deter mine How we Are perceived by you the patient. In Clos ing May i assure you thai there Are no second class citizens in the Quality of Navy Medicine. Car buyer advises a trip to the Library your Library can save you Money.
