Dear Ann Landers i am 12 years old and this is the first problem i have had that is bad enough to write about. My aunt Lottie is a very Nice lady. She always has a smile for everybody and she has a big House with a maid to clean up after her. Aunt Lottie comes to our House once in a while. We go to her House every sunday for supper and All the big holidays. I like going to her House because it is very big and i can slide on the polished floors in the Halls. The problem is that aunt Lottie is a big Hugger and Kisser. 1 done to mind this but she has a lot of colds or the flu. It seems like the Day after she hugs and kisses me i get a cold. My mom has asked her not to kiss me and my brother when she has a cold and she always says a a it Sall right. I am taking do antibiotics Stop people from spreading germs i need to know and Hope you will help me. A aunt Lottie a Nephew in Brooklyn dear Nephew antibiotics do not work against viruses. They Are effective Only against bacteria. They done to work immediately. You must give antibiotics a few Days to take effect. My advice is to your Mother. She should ask aunt Lottie not to hug and kiss you and your brother unless she is 100 percent Well. This is no More than common sense. Gem of the Day from Richard c. Miller Hamden Lonn often it is cheaper to buy something than to accept it As a gift. Page 1t letters a readers question tuition assistance cuts the military says that education is a major part of promotion and advancement yet it turns around and says that it wont fund any education unless it deals with your Job. Isnit education All the same although you May want to try to learn something different from your Job we try to expand our minds in efforts to help on other jobs of the military what if the Job you arc in is not what you actually wanted in life the recruiters and people at the meps station often make your military specially look better than what it actually is. I understand that the military needs to Cut its budget but reducing educational benefits is not the right thing to do. A Brian w. Jenkins Ansbach West Germany editors note a Dennis Hickethier chief operations Branch army continuing education system division aces office of the Deputy chief of staff personnel he Usa eur replies the a Job related policy you refer to is directed by Irenn in 621-5 and is implemented through Usa eur policy which states that tuition assistance a will Only be authorized when a course is Job related or is part of an educational program which is Job this policy provides your commander guidance which ensures that limited funds Are expended on education courses which will Benefit the army As Well As the individual. Each soldiers unit commander the person who signs the form authorizing tuition assistance determines if a course program is Job related. As a Soldier you have the Opportunity to explain to your commander How a particular course program will Benefit you in your chosen career Field. There Are a wide variety of programs qualifying soldiers for tuition assistance. These include programs leading to the associate and bachelors degree. In addition courses in math communication Host nation language american history military science management and computer courses All May qualify. As an example of the flexibility in the program consider Chi. Williams an infantryman who chose to pursue an associate degree in military science technology and who was approved for tuition assistance. By the time these degree requirements were completed he was promoted to staff sergeant and elected to continue his education at the baccalaureate degree level in management. Tuition assistance was again approved. There Are also options available to answer the other questions you raised. If you desire to change career Fields and believe an education program not eligible for tuition assistance would be of assistance there Are a variety of education programs available to assist you. The majority of soldiers Are eligible for some form of i Bill benefits which May pay More for your school costs than tuition assistance. You May be eligible for a Pell Grant which is a form of education Benefit that would pay for All or a portion of an education program. I recommend that you see your local aces Counselor to explore the variety of programs available to assist you in achieving your career goals. Discuss your aspirations within your Chain of command and develop a plan to achieve your goals. There Are Superb programs available and a dedicated organization ready to help. Most army posts offer typical degree programs such As general studies business management finance and Liberal arts. On the other hand most army posts done to offer degree programs in electronic repair or in such mechanical Fields As automotive or diesel mechanics. Dennis Hickethier also replies soldiers in repair types of military occupational specialities must study outside their career Field. I m a 29s who deals with the repair of electronic equipment. When i was first stationed at shape in 1987 no electronic courses were offered that i knew of. I decided to attend the University of Maryland to obtain a degree outside my career Field. I need Only six More credits to receive an associate degree. I wish to pursue my studies to receive a bachelors degree. Until the army offers degree programs for All career Fields the tuition assistance should not be limited to a soldiers career Field. A Victor May shape Belgium editor s note to this letter we regret the personal funding problems you May experience due to new Usa eur policy on army tuition assistance for College courses. I would like to explain the policy before addressing your concerns. Paragraph 3-3a of army regulation 621-5 states a a Counselor in concert with commanders will be diligent stewards of to funds by exercising care and judgment in determining which courses programs have relevance and or general value to the Soldier s military Job. Furthermore commanders will ensure that soldiers using to have potential for continued the Usa eur policy states that tuition assistance a will Only be authorized when a course is Job related or is part of an educational program w hich is Job this policy ensures that commanders follow the regulation in approving expenditure of limited funds. It also ensures that army funds Are spent on educational courses which will Benefit the army and the individual. Aces personnel Are constantly helping soldiers obtain other funds when to is not authorized. The majority of soldiers Are eligible for some form of i Bill benefits. These benefits will usually pay More of the school costs than to. A lot of soldiers arc also using free Pell Grant Money to pay part or All of their course costs. The amount of funds received in a Pell Grant varies with financial need and school. The application requires some time to Complete but can be Well Worth the trouble. I suggest you discuss these sources of funding w Ith a Counselor at your education Center. Soldiers can still enrol in courses and programs that Are not Job related but within the current environment of reduced budgets the army cannot afford to indiscriminately fund such courses programs for soldiers. This Broad funding is provided by i Bill benefits made available to All soldiers. The use of army to is governed by regulation and policy which attempts to provide maximum benefits to career minded soldiers while directly enhancing the Quality of the military Force.
