European Stars and Stripes (Newspaper) - April 14, 1990, Darmstadt, Hesse Saturday april 14, 1990 the stars and stripes a a a Page 3 Dod revises Cost of arms programs Washington apr the defense department estimates that the Price tag for bringing 95 major weapons programs from design to full production is $843.8 billion a $31 billion More than projections made three months ago. In issuing its report thursday the Pentagon blamed the significant jump in 1989?Ts last Quarter on revised inflation rates and a slight increase in the number of missiles aircraft and other weapons sought by president Bush. Among the major increases were the estimated costs for the land based mid Ectman nuclear missile the c-17 cargo plane and the ddg-51 class destroyer. The Pentagon is reconsidering the latter two programs. The so called selected acquisition report on dec. 31 provided a projection of Overall costs for 95 major weapons systems based on the enactment of Bush a defense budget. However the Overall estimate May change because Congress or defense Secretary Dick Cheney May terminate or limit production on some weapons systems. The previous report released in september predicted an Overall Cost of $806.6 billion. The difference in the two figures is $37.2 billion which includes the $31 billion increase and an estimate of $6.2 billion for the Navy a fixed distributed system a classified Ocean surveillance project. Among the estimated increases was the Cost of the midget Man missile which Rose from $1.9 billion to $7.3 billion. The Pentagon said the jump was primarily the result of restoring costs that were excluded last year because of the Way Bush and Congress handled the missile program in the fiscal 1990 defense budget. The budget contains less than $250 million for the Mobile single warhead missile. With those funds the midget Man program Only amounted to a research and development project the Pentagon said. Among the increased costs for the midget Man Are $1.3 billion for the missile and its Basing with a goal of initial operation in 1997 $458 million for six additional research and development missiles and $87 million for inflation. The estimated Cost of the multiple warhead my nuclear missile dropped $3.9 billion from $23 billion primarily because of a reduction in the number of planned missiles from 255 to 193. The drop was partially offset by revised inflation rates with an estimated increase of $236 million. The estimates Are reached by adding together the annual research and development costs and the Cost of building the weapon. Some estimates extend into the next Century. The Pentagon May Cut Back the Arleigh Burke class destroyer program which increased $4 billion from a previous estimate of $2.8 billion. The Navy cited an increase in the number of ships from 33 to 38 and revised inflation rates As the reasons for the 15 percent jump. The other Navy program the defense Secretary May curtail a the ssn-21 sea Wolf attack submarine a dropped in estimated Cost from $20 billion to $16 billion because of a decrease in the number of submarines from 12 to nine. The estimated Cost of the c-17 cargo plane increased $4.4 billion from a previous Price of $37.4 billion. The air Force blamed the Rise on inflation and schedule changes due to plans to stretch out the program.
