As chairman of Earth Day 1990, Hayes is replaying a role he filled in 1970 when he was National coordinator of the first Earth Day. Hayes was attending Harvard Law school and the Kennedy school of government in 1969 when he read a newspaper article about the planning. Some people who helped organize Earth Day 1970 questioned the significance of Hayes role in that event. Activist Rose Pak of the chinese chamber of Commerce is leading the fight to rebuild the 1.7-mile stretch of freeway. At her urging hundreds of Chinatown merchants planned to lock their doors monday and show up at a Board of supervisors meeting where the freeways Fate was expected to be decided. Agnos argues that the freeway is ugly blocks prime views of san Francisco Bay and is too expensive to repair and reopen. His supporters on the Issue include Many groups who opposed it even before it opened in 1959. They include preservationists and Urban design activists who say the freeway sacrifices City streets and alters the character of neighbourhoods. The freeway survived a 986 vote on a proposal to spend $10 million to tear it Down. Opponents of the mayors plan say however that rebuilding the damaged Highway would take far less time than building a new underground stretch. And time is the key to recovery of businesses in the nations second largest Chinatown. Pak called the plan to shut Down the neighbourhood a a shops and cafes for a show of Force As the supervisors prepare to vote on the Agnos proposal a a very Basic grass roots Humble  a longtime ally of Agnos the outspoken Pak is upset because the mayor has rejected the message of 10,000 people who signed pro repair petitions. Under Agnos proposal. $120 million would be spent to replace the elevated Roadway with a sunken one leading into Chinatown. North Beach Fisherman s wharf and the rest of the waterfront. The mayor admits the project could take five or six years. It would Cost far less an estimated $32 million to reinforce and Patch up the freeway. The state transportation department has that amount set aside for the repair project and is awaiting the City s decision on whether work can begin. Supervisor Tom Hsieh is backing the protesters. He says he s outraged by the mayors decision.
