At the same time an increase in Federal research was endorsed in a major policy paper issued by the White House. Neither the report nor the policy statement estimated the Cost but recent studies by Federal state and Industry specialists have found that tens of billions of dollars will have to be spent to stave off a paralysis on the nation s highways.
