The investigators also suggested copying the multiple redundant control systems used in military aircraft. They urged that government authorities and manufacturers a undertake a systematic study with a View to identifying measures that might mitigate the effects of explosive devices and improve the tolerance of aircraft Structure and systems to explosive  flight data and voice recorders captured no evidence of the explosion that destroyed flight 103, the investigators said and they called for redesigned recorders that would keep working after a Power failure. The report was limited to technical and structural issues and Drew no conclusions about who was responsible for planting the device. The report also did not examine questions about Airport Security.
