Federal prisons hold nearly 60,000 inmates. The enactment of mandatory minimum sentences particularly for drug crimes and repeat offenders has helped swell the ranks of Federal prisons. The prison population growth created a weekly demand of 1,650 new Beds for inmates the study found. The growth in the number of women prisoners continued to outpace the increase in male inmates the study said. The number of women prisoners jumped 7.1 percent during the six month period compared with a 5.9 percent increase in the male inmates. At midyear there were 43,541 women and 711,884 men in state or Federal prisons. Illinois posted a 10.5 percent increase in its prison population the largest percentage increase of the 50 states followed by new Hampshire a increase of 10.3 percent. Prison populations declined in seven states a Alaska Colorado new Mexico Rhode Island Oregon Tennessee and West Virginia the study said. Nationwide the incarceration rate was 289 persons held in state and Federal prisons per 100,000 . Residents. The South had the highest rate 310 prisoners per 100.000 residents. Animal activists win ban on Navy plan san ramp Tom and a h san Francisco a an Ani Mal rights group has won a court order against a Navy program to kill squirrels at a weapons station. The group claims the chemical bait used also threatens endangered species. . District judge Thelton Henderson granted a temporary restraining order to the Contra Costa county chapter of in defense of animals. The group sued the Navy in Federal court contending a Squirrel control program was started at the Concord naval weapons station without an environmental Impact report. Contra Costa county paid for half the poisoned Grain but was not named in the lawsuit. The county has sponsored an eradication program for years that has not been challenged in court. The Navy began the eradication program last week because neighbors of the base complained squirrels were damaging property and buildings and because the animals burrowed into ammunition bunkers said assistant .
