Report says school drinking water contains harmful amounts of Lead Washington up most two years after Congress passed a Law to remedy the problem More than 250,000 children nationwide still Are exposed to harmful Levels of Lead in school drinking water an environmental Protection Agency study says. The study by the Epars office of inspector general estimated that half of All school districts have not tested their water for the toxic Metal which can cause brain kidney and nerve damage stunt growth and slow learning and language skills. The report released Friday also said some schools that do Check their water fountains often use incorrect monitoring procedures that tend to understate risks. In other cases the study found that school officials have not taken remedial action against elevated Lead Levels because of confusion Over Epa guidelines on acceptable Lead Levels in water. In particular it said while Epa was moving to lower its limit on Lead in drinking water to 20 parts per billion Many school districts still were acting under the Epars outdated Standard of 50 parts per billion. Epa officials said they had sent out notices alerting school officials to the lower limit which is to be finalized this december. In a detailed examination of 13 school districts the inspector general a study found seven had dangerous Lead Levels ranging As High As 182 parts per billion a nine times higher than the Epars proposed new Standard. A Zepa estimates that every year Over 250,000 children Are exposed to Lead in drinking water at Levels High enough to impair their intellectual or physical development a said the report which was obtained and released by the National wildlife federation an environmental group. Contamination occurs in water fountains with Lead lined holding tanks. In other cases Lead seeps into drinking water from Lead solder in pipes or other plumbing. Congress moved to address Lead in school drinking water in november 1988 when it passed the Lead contamination control act which directed state officials to Issue requirements for schools to test drinking water and remove problem water fountains by february 1990. However a nationwide Survey by the Epa found Only Minnesota and the Virgin islands have required their school districts to test their water. In a Survey of school districts in nine states a which were not identified a the Epa found widespread non compliance with Federal Law. State officials told the inspector general they had difficulty carrying out the testing program because they had received no financial assistance from the Federal government
