Teachers Union files grievances against Dodds Mediterranean by Jimi Jones education writer a teachers Union has filed charges of unfair labor practices against Dodds Mediterranean  overseas federation of teachers filed the charges with the Federal labor relations authority after regional officials refused to negotiate a new collective bargaining agreement requested by the department of defense dependents schools. The new contract would replace the More than 6-year-old agreement and would affect teachers in Italy Spain Portugal Greece Turkey and Bahrain. The authority has not ruled on the unions action. The charges name William Sullens the regions chief of the management employee relations Branch. The Region a is again engaging in strange tactics a Oft spokesman Ernie Lehmann said. A they have yet to explain How they plan to negotiate a contract when they walk away from the table. Lehmann said the Union told Dodds that without the requested information the Union would be at a severe disadvantage in preparing proposals on such areas As employee rights health safety and working conditions. But the Union said it was a ready willing and Abler to negotiate the other 24 articles. Sullens said the Union had asked for a Large amount of information under the Federal labor relations act some of which the Federal authority later found Dodds was not obliged to give. The Union has asked that the parties begin in Early february to prepare for negotiations with the first round of talks to Start in mid february.
