European Stars and Stripes (Newspaper) - August 17, 1991, Darmstadt, Hesse Saturday August 17, 1991 of future to will be two regional half wars by Chuck Vinch Washington Bureau _ Washington a rather than standing ready to fight one and a half wars a with the a a one being a major conflict in Europe against the soviet Union a the army of the future will be tailored to handle what might be called two regional half wars according to service officials. With the lessening of the soviet threat Active army strength will fall from its Peak of 780,000 soldiers to about 535,000 Overall while Reserve forces will drop from roughly the same level to about 550,000 troops by 1995. With a much smaller Force the army will have to be far More Mobile in order to respond rapidly to such regional crises As last years iraqi invasion of Kuwait. The plan now taking shape will Call for the army to be Able to take on two regional wars at once a one in the Pacific Region and one in the european Middle Eastern Region for example. A before one and a half wars was the official position a one army official said. A now we re planning on a a half and a half occurring at the same time even though they sort of make More than a whole because of the need to go in two directions at while major regional conflicts will be the focus of future War planning the army must still maintain its capability to fight a major conflict while also being ready for a lesser conflict such As operation just cause in Panama the official said. The picture of the army that is emerging entails a Force of 20 divisions compared with 28 before the fall of the Berlin Wall on nov. 9,1989 a the Date generally used to Mark the end of the old Era and the beginning of the new. The future mix would have 12 Active divisions six Reserve divisions and two cadre Reserve divisions that would be fully manned Only if they Are needed. A prior to the fall of the Wall All our planning was based on the soviet threat a the official said. A now we have a broader framework than in the 1980s because of the Uncertain deterring War is still the ultimate goal but that will flow More from the army a ability to move its conventional forces quickly to far Flung locations rather than the traditional doctrine of a potential nuclear response that existed during the cold wars heyday a. So called a flexible response a meaning the possible use of nuclear weapons will remain an integral part of future planning. But the new strategy will be different in that a a it a a recognition that deterrence is achieved by More than nuclear weapons a the official said. A key foundation of the new plan is a marked reduction in combat forces permanently assigned overseas a shift that Means going from a Forward deployment to a Forward presence.?. Because the United states would now have far More warning time if the soviets made any Effort to mobilize for War there is no need to maintain the kind of extensive overseas Force Structure that existed in the past the official said. The army plans to have four divisions based overseas in the Forward presence role a the 1st army div and 3rd inf div in Europe the 2nd inf div in South Korea and the 25th inf div Light in Hawaii he said. Backing those units up will be a five division contingency Force consisting of the 7th inf div the 101st airborne div air assault the 82nd airborne div the 24th inf div Mech and the 1st Cav div. Those nine divisions will be considered rapidly deployable. If further combat capability is needed the army will dip into its reinforcements which will consist of three mechanized infantry divisions a the 1st, 4th and 5th. These will each have a Reserve component round out brigade. Next in line to mobilize Are the six Reserve divisions followed by the two cadre Reserve divisions the official said. A cadre Reserve unit is different from a traditional Reserve division because it has a Skeleton Crew of command staff and non commissioned officers but few line soldiers assigned to it in peacetime. It is designed to rapidly expand in a crisis. The relatively Small number of troops to be kept overseas will require fast response from the Quick re action forces in the states the official said. The army plan will Call for putting two heavy divisions in any theater in the world within 30 Days after a crisis Breaks out and the entire five division contingency Force in any theater within 75 Days. That need for mobility is Why the army is pushing so hard for an enhanced a strategic mobility triad featuring the new c-17 transport aircraft upgrades to the sea lift Fleet and pre positioned Materiel particularly in Southwest Asia. In the event of a major mobilization that requires widespread use of Reserve forces the army plans to have the six dedicated Reserve divisions on line within six months and the two cadre Reserve divisions ready the stars and stripes a Page 3 draw Down the following units will draw Down by Jan. 15,1992 a old Lara he co 3rd div support come Frankfurt 217 17th medical Dot Hanau 9 3rd in 8th in div.
