About 770 million Gallons Are reprocessed by recyclers. Used Oil contains toxic and carcinogenic substances but Epa s attempt in 1985 to declare it a hazardous waste was stopped Short. It is also seeking advice on whether to allow disposal of used Oil in landfills. The Agency said further incentives to recycling could be considered later if it seems necessary.
