Much of the rest gets poured into sewers or onto the ground fouling the environment. Altogether nearly 1.3 billion Gallons of used Oil is produced each year the Epa says. About 770 million Gallons Are reprocessed by recyclers. Used Oil contains toxic and carcinogenic substances but Epa s attempt in 1985 to declare it a hazardous waste was stopped Short. Many service stations stopped accepting used Oil concerned about meeting the requirements of handling a regulated hazardous waste. Epa concluded that listing used Oil As a hazardous waste could damage the then infant recycling Industry. But the natural resources defense Council took the Agency to court and won obtaining a court order in 1988 requiring Epa to reconsider. The Public is being asked to comment on two options listing Only those used oils that Are typically and frequently hazardous or leaving used Oil off the list of hazardous wastes. Epa also asked for comment on proposed a Good housekeeping rules for storage and disposal of used Oil including record keeping and reporting As the Oil is collected and passed along for reprocessing. It is also seeking advice on whether to allow disposal of used Oil in landfills. The Agency said further incentives to recycling could be considered later if it seems necessary. The most stringent regulatory options could Cost Industry $60 million a year while implementation of just the Good management standards could Cost As Little As $500 a year for a Small business the Agency said.
