The Law which was to be lifted in september has been extended to allow the romanian adoption commission More time to select the foreign agencies that will handle the adoptions said Patricia l. The Law signed by president Ion Iliescu ended adoptions of romanian children by foreigners while the commission was formed to regulate what was essentially a free Market system of adoption. A my Best guess is that after Christmas the new agencies will be announced a Hall said. A right now we do not know which ones will be  until then about 7,000 children Between Ages 1 and 3 and about 13,000 Between Ages 3 and is will await adoption in orphanages or family Homes approved by the romanian government Hall said. Romania has Long shouldered a surplus of children eligible for adoption partly because of a ban on abortion and birth control by former communist dictator Nicolae Ceausescu. Before adoptions were stopped prospective parents were allowed to adopt children from hospitals orphanages or parents Hall said. The new commission will introduce tight regulations to Stop widespread Black Market sales of children which thrived under the old system Hall said. The new regulations will enforce use of official adoption agencies and will Call for imprisonment of up to five years for those connected with illegal adoptions. One of the agencies planning for the resumption of adoptions is the Dillion adoption Agency which has Headquarters in Tulsa okla. Larry Wanberg the Agency a Liaison in Europe said Dillion will help military families in Europe adopt children should his Agency be recognized by the romanian commission. His Agency is asking for funding from the combined Federal Campaign a military fund raising Campaign that donates to non profit agencies. He believes the funding will be there for Dillion which was created to help military families with adoption. A any funding is Tough to get a he said.
