The main thrust of the Bill would authorize up to an additional 20 weeks of benefits depending on a state s Overall unemployment rate. But it also contains a change from current rules under which service members now must wait four weeks after separation to apply for a maximum of 13 weeks of benefits. Under the proposed change service members a like other unemployed workers _ would have to wait Only one week to begin drawing up to 26 weeks of Bene fits. The 69-30 Vole cleared the Way for a House Senate conference on the Bill which could Lake place this week. Congressional aides say the conference is Likely to be Stormy because of an Effort by some lawmakers to push the legislation even if it Means busting last years budget agreement Between the White House and Congress. President Bush has vowed to veto any unemployment benefits Bill that would Force Federal spending above previously agreed to Levels. In fact Bush signed a nearly identical Bill into Law in August. But he then refused to declare a budget emergency As required by last year s budget agreement to allow $6 billion in funds to be spent. That effectively killed the program.
