A Reform Law was enacted last year after thousands of teachers walked out of their classrooms and rallied for it at the state Capitol. In unofficial returns 428,204 people or 54 percent voted against repeal. The vote in favor of repeal was 361,293, or 46 percent. In the first year increases in the state sales tax and corporate and individual income levies produced $206 million for the Law. Supporters of the reforms said repeal would hinder the state s economic development prospects and keep Oklahoma in the Backwater on education. They also said repeal would create chaos in schools because of lost funding. The Law a required raising the minimum salary for beginning teachers from $15,060 to $24,060 by the 1994-95 school year.
