The intent of the ban which is part of the 1989 ethics Reform act was to curb the Large speaking and writing fees lawmakers receive. However the language of the Law extended the restrictions to All Federal workers including appropriated and no appropriated fund employees and military officers. Any payments called honorariums for speeches Public appearances and writings related or unrelated to an employees Job Are banned. Violators could be fined $10,000. However teachers who work for the overseas schools by Day and for a University at night can continue to Moonlight. On tuesday the House judiciary committee approved a measure that allows those who earn less than $101,300 annually to accept honorariums As Long As the work is unrelated to their official duties. The House Bill also relaxes ethics rules that prohibit senior government officials from lobbying their former colleagues for one year after leaving office. The Law would allow such lobbying if it were on behalf of a political party or Campaign. Members of Congress passed the honorarium ban last fall in favor of taking a 25 percent pay raise for themselves. The House approved the raise and banned honorariums for its members but senators turned Down the extra pay and decided to keep collecting their writing and speaking fees.
