European Stars and Stripes (Newspaper) - January 3, 1992, Darmstadt, Hesse Friday january 3, 1992 the stars and stripes c Page 3delta limits employment offers by David Tarrant staff writer about nine former pan am employees working at scheduled airline ticket offices in Germany have received letters from Delta air lines saying that they will not be offered employment in Germany because they cannot speak German and do not have German residency and work permits. Delta has been Able to offer employment in Europe to about 50 other former pan am employees who worked at european Sato offices but not All will be Able to work in their old jobs. The notification sent out Christmas eve followed months of uncertainty for the former employees of the now defunct pan american world airways whose european routes were purchased last summer by Delta. The dec. 24 letter said that Delta was not permitted to simply take Over pan am a Sato positions. Instead the positions held by former pan am employees would be divided up among All the carriers that operate the Sato offices. A was a result we will regrettably no longer be Able to maintain your position in your current there were 49 pan am Sato employees in Germany eight in Italy and one each in the Netherlands and Spain. The letter stated that former pan am employees in Germany would be considered for openings at Delta a Frankfurt reservations office if they held the necessary documentation including a valid German residence permit a valid German work permit and German Lan Guage skills. Nine of the 49 former pan am employees working in Germany do not have the necessary documentation. These Are americans who worked under the status of forces agreement which allows . Civilians and family members of american service members to work in Germany under certain conditions. But the nine Are being offered the possibility of jobs in the United states said Helmut Massem Delta a marketing manager for military and government sales in Germany. The letter states that the employees must decide by Jan. 27 whether they Are interested in working in the United states. Eleven of the former pan am employees in Germany will be Able to retain their current positions in Sato offices while the rest Are eligible to work in Frankfurt Massem said. In previous letters Delta managers had said that As of dec. 4, when pan american world airways Discon i piously if you Are working in Public Contact areas such As Airport reservations and 80 percent of our local boarding passengers Are germans then you need that language proficiency a Helmut Massem a Delta marketing manager tinted service former pan am employees who worked in Sato offices were considered employees of Delta air lines. A it is our intention to the extent permitted by Law and existing agreements that you remain in your current workplace a according to a letter dated dec. 6. During a sept. 4 Sato policy committee meeting in Washington d.c., Delta tried to obtain approval to hire All the pan am Sato employees and retain them in their present positions. However that request was rejected by other airlines at the meeting. A the fact of life is that Delta offered on the fourth of september at a meeting in Washington that All former pan am Sato employees would be offered a Job in their present location. That was turned Down a said Massem. He said he could Only speculate that the other airlines believed that Delta would gain an unfair advantage at Sato ticketing offices by adding another 49 employees. The other carriers decided that the pan am employees should instead go Back through the hiring process to be offered the possibility of employment by the other carriers. Under the Complex rules governing Sato offices carriers take turns in alphabetical sequence when hiring. Several former pan am employees who worked under sofa said that they were surprised angry and disappointed by Delta a decision not to offer them jobs in Germany especially after they had received letters saying that the airline would a hire us and we will keep All our seniority and we will keep our pension and everything a said one of the employees. Two former pan am employees who requested anonymity told the stars and stripes that the Job offer in the United states was practically useless for military family members based in Europe who could not simply pick up and move. They also expected to lose All their seniority and lucrative benefits built Over time with pan am if they took a Job with another airline besides Delta. A so i was willing to move and to go to the Delta reservation office scrub floors or do whatever Delta wanted me to do a one of the two employees said. But Massem defended Delta a decision As sensible. A obviously if you Are working in Public Contact areas such As Airport reservations and 80 percent of our local boarding passengers Are germans then you need that language proficiency a Massem said.
