He said a Buchanan administration would not submit a balanced budget in its first year because it would first lower tax rates creating a temporary increase in the deficit. He said he would then propose spending cuts including entitlement programs. New Hampshire gov. Judd Gregg who is heading the Bush Campaign in the first primary state has complained about democratic candidates exaggerating his states economic woes for political gain. Clinton was preferred by 23 percent of Likely democratic primary voters and Tsongas by 22 percent. The two Are followed by Nebraska sen. Bob Kerrey at 10 percent Iowa sen. Tom Harkin at 4 percent and former California gov. Jerry Brown at 2 percent with 39 percent of democratic respondents undecided. The Telephone poll of 403 Likely Republican primary voters and 416 Likely democratic primary voters was conducted Jan. 9-12. The Republican poll has a margin of error of plus or minus 4.9 percentage Points the democratic poll has a margin of error of plus or minus 4.8 percent.
