A i think that a something the committee will look at Long and hard a said a Senate armed services committee staffer. A a there a already a lot of anxiety in the military Over the draw Down. We done to need to add to it with something like president Bush a plan to defer the effective Date of the 3.7 percent raise from Jan. 1 to april 1 would save about $460 million from a total Federal budget of More than $1.4 trillion according to the office of management and budget. About 2.2 million Federal civilians and 1.9 million service members would be affected according to the office of personnel management. At a Jan. 31 Senate armed services committee hearing on the fiscal 1993 defense budget sen. John Glenn a Ohio sharply questioned defense Secretary Dick Cheney about the effect of the planned delay on military personnel. A i believe that. We were going to hold up on the pay raise and try to balance part of the budgcl1?T by cutting compensation for Federal employees said Glenn who chairs the Senate armed services manpower subcommittee. Cheney was put in the unusual position of disputing part of his Bossy a budget and he even recommended that Congress give the full raise to military personnel As Well As defense department civilians. The deferral idea was urged on the Pentagon by the White House budget office Cheney said adding that his original defense budget request contained funding for the full raise starting next Jan. 1. A we did not recommend a deferral of the pay raise a Cheney said. A i think from the standpoint of the military that would be a serious Glenn said the Bush proposal seeks to a balance the budget on the backs of people and signalled his intention to make sure that the raise takes effect for service members and defense department civilians on Jan. 1. The budget gimmick of shifting paydays to a a save Money is not new. In late 1988, the Pentagon shifted the military payday from sept. 30, the last Day of fiscal 1988, to oct. 1, the first Day of fiscal 1989. Technically that move took millions of dollars off the Ledger for fiscal 1989.hunting in Europe a see stripes Magazine
