At a hearing wednesday of the Senate armed services committee s manpower panel chaired by sen. John Glenn a Ohio Pentagon personnel chief Christopher John touted initiatives such As an automated Joh referral registry Job fairs and transition assistance programs the Core of the defense department s transition assistance Effort is a series of workshops aimed at helping service Momb ers with such tasks As writing re sums looking for jobs and handling Job we have put in place operation transition to equip Servic members with the skills tools and self Confidence Nec Essary to begin successful civilian careers a a Jehn said. But two advocacy groups told Glenn that the reality is falling far Short of expectations. A a we re receiving reports of wide disparities in the implementation of pre separation counselling programs a said Paul Arcari co chairman of the military coalition an umbrella organization for 25 military affiliated advocacy groups. A overcrowded classes sometimes have 200 participants. Spouses Are not being encouraged to attend these sessions with the some of the better programs have no openings for months while some commanders seem reluctant to free their personnel to attend Arcari said. Mack Mckinney chief of the noncommissioned officers association a member of the military coalition said the military is not living up to its congressional mandate to provide individual counselling of service members before they separate. A even in the Best of counselling centers individual counselling is suffering delays in appointments a Mckinney said. A at fort myer va., for example the waiting period was five weeks As of at some locations Servic members Are being counselled in Large groups he said. A Junior enlisted personnel Are thrown in with senior officers which provides for an uncomfortable atmosphere for one group or the other or perhaps both a he said. Mckinney said counselling Center managers have told him they need a minimum of six months to do the Job right but few service members Are notified of their impending separation that far in Advance. If Congress decides to Cut even deeper into the Pentagon budget resulting in accelerated personnel reductions a a it a Only going to get worse a Mckinney from Page 1 though that program is Worth far More Money in the Long run. As of monday 40,180 Servic members have requested separation under either the sub or Vii Jones said. That Means the services need to get Only 5,000 More lakers during the second half of fiscal 1002 to meet their goals for this year Christopher Jehn the Pentagon a manpower chief and the military personnel chiefs of the four services told the committee that they Are Happy with the Way the programs Are helping them in their Effort to draw Down to a Force of 1,6 million Active duty members by fiscal 1005. Quot based on the Early returns we Are very pleased with the Way it is working and the Way service members Are responding to Jehn said. The Only service to experience a significant problem with the number of takers for the program so far is the air Force which has had far fewer officers sign up than Are needed to avoid a reduction in Force. A local of 2.121 air Force officers had signed up for Vii or sub As of monday about 2s percent of the goal according to service officials. In contrast More than 17, 11 0 enlisted personnel Haw signed up about 71 percent of the goal Torr that portion of the air Force population. U. Gen. Billy Boles the air Force personnel chief said his service May have to Convene a reduction in Force Board this year to get the reductions necessary to meet its fiscal 1993 officer strength targets if the officer ranks done to decrease soon. The army has already convened such a Board to select about 300 majors for involuntary separation although a similar Board planned for captains was scrapped because enough officers in that rank signed up for one of the incentives. The personnel officials at the hearing said they anticipated that the sub would be More popular than the Vii although not quite to the degree that the numbers have shown so far. A so far most of takers arc mid career with eight to 11 years of service a Jehn said. A we fully expected the Lump sum option to be More attractive to those personnel to buy a House Start a business pay for education or a it gives people the Opportunity to pay off debts get settled and tide themselves Over while they re looking for a Job a Boles said. It. Gen. Thomas Carney the army personnel chief said another reason for the sub Boom could be that it offers such benefits As extended medical care and commissary and Exchange privileges while the Vii does not. Sen. John Glenn a Ohio asked if another Factor could he that service members worry about whether Thev can Trust their guard from Page 1 new York. 9,Sto Ohio 8.041 Wisconsin o,54ti and Illinois. 5,879. Among the largest facilities on the hit list Are the 40th Mech div in California and the 10th amid Cav regt in Ohio. The Pentagon estimates that the reductions will save $2,1 billion in person Nel operations and equipment costs in the fiscal year beginning oct. I. Over the five year period for fiscal 1992 to fiscal 1997, the savings will total $20 billion. Quot if we have to pay to keep Reserve units that no longer have a Mission we will be forced to Cut spending in other critical areas. That will reduce the resources we can devote to training maintenance and modernization. And Well end up with the same kind of hollow forces we had in the 1970s,? Cheney said government to follow through with yearly Vii payments Over 20 years or More. A it be a Jehn said. A that concern is entirely the services Are using the separation incentives in slightly different ways although they Are generally targeting skills with More people than will be needed once the draw Down is Complete. The army for example is trying to a front Load the program and get As Many takers As possible this year by making a broader population of its officer and enlisted personnel eligible for the incentives than in the other services. The Navy which got a jump on its personnel reductions before the military draw Down really kicked into gear and the Marine corps which is faced with far smaller reductions than the other services have less of a need to urge their personnel to take one of the incentives. The Navy is limiting the offer of sub and Vii to enlisted personnel mostly in pay grades e-5 and a a in selected Over strength skills. Similarly the Marine corps is using the incentives to voluntarily separate personnel in skills that Are or will be obsolete because of the draw Down. The air Force will use Vii and sub through the rest of the Calendar year for both officer and enlisted personnel but will focus on enlisted members in pay grades e-4 and e-5 with nine to 15 years of service As Well As personnel at bases and units that Are scheduled to he shut Down in the statement. Rep. . A a Sonny Montgomery d-miss., n senior member of the House armed services committee and a key supporter of the guard and Reserve said wednesday that the proposed cuts will target one out of every three guard armoires across the country.
