The fraud conviction was based on Tilghman a submitting overseas housing allowance forms showing that no other person shared the House or paid Money toward rent and utilities. His Housemate was paying the entire rent and later the mortgage according  records. The records also show that when the victim moved out Tilghman made no payments toward the House mortgage for More than a year. The Bank is repossessing the property. Tilghman was convicted of adultery based on his relationship with the victim. There was evidence before the court showing he had been separated from his wife for almost four years. Yet he had not filed for divorce and was still receiving allowances based on his marriage. The 14-year air Force Veteran has been at Ben Waters for More than five years.
