In August the labor department said the Over the month increase in unemployment was concentrated among Black work ers whose jobless rate Rose from 13.2 per cent to 14.5 per cent. The August level matched the Post War High for Blacks re corded during the recession in september1975. Unemployment among Blacks has been traditionally higher than for Whites whose jobless rate was unchanged last month at6.1 per cent. Overall joblessness has hovered a about 7 per cent of the work Force since april showing Little month to Mont change after dropping steadily from its 1976 High of 8 per cent last november. Economists say economic growth has slowed following a Sharp expansion earlier in the year and this Means fewer jobs Are being created to meet the needs of the growing labor Force. The ratio of Black to White jobless rates continued its recent up Drift to the unusually High level of 2.4 to 1 in August the labor department said. The Rise in Black unemployment Comsat a time that civil rights and labor leaders have been increasingly criticizing thearter administration programs for easing unemployment. Earlier this week the government released figures showing joblessness among Black youth age 16 to 21,reached the highest summertime rate Ever recorded34.8 per cent. Al Cio president George Meany said Friday in his annual labor Day message that president Carter s Job creating pro Grams were nothing More than band aids and that they would do Little to solve the Basic unemployment problem. While the jobless rate Rose in August re turning to its june level of 7.1 per cent the labor department reported employment increased by 210,000 to a total of 90.8 Mil lion. The civilian labor Force Rose by 390,000in August to a total of 97.7 million the department said. Both employment and unemployment increased because More people were looking for work than we Reable to find jobs. The total number of unemployed was up by 180,000 in August to 6.9 million with most of the increase occurring among per sons who lost their jobs the labor depart ment said. The department said just As Blacks experienced most of the increase in unemployment last month the gain in employment occurred among White work ers adult men and teen agers. Jobless rates for Black men Rose from 10.1 to 11.7 per cent last month while the rate for Black women increased from 10.9to 12.2 per cent. The labor department said there was Little change in the jobless rate for White men at 4.6 per cent and among Whit women at 6.2 per cent. The Overall teen age jobless rate edged up from 17.4 to 17.5 per cent in  the past year the government said the number of americans with jobs has grown by 2.9 million while the proportion of the population with jobs has increase from 56.2 per cent to 57.1 per cent. The Rise in employment last month was concentrated mostly in service producing industries which More than offset employ ment declines in durable goods industries the government said. Jobs in the goods producing sector declined for the first time since october fall ing by More than 100,000 jobs. Job losses were reported in both manufacturing and construction industries. Also for the third consecutive month decline was reported in the length of the average work week further indication of slowdown in economic growth. In August the work week dropped one tenth of a hour to 36 hours the lowest level since last september with the exception of january when it dropped because of the severe Winter weather. Average hourly earnings of nonfarm production workers were listed at $5.23 in August Down one cent from july but up 34cents from the level a year ago. Average weekly earnings at $190.37 declined 89cents Over the month but were $11.40 above the August 1976  nation s unemployment rate is based on a nationwide monthly Survey of47,000 households selected to represent the civilian population 16 years of age Andover. I feel that the request is warranted Toon  said he saw no reason Why the fire and the reconstruction should affect the scheduled construction of a new . Embassy due for completion in 1982. We will break ground for the new embassy next Spring Toon said. He predicted that the embassy would Beback to Normal operations by the end of this year.
