Without a dissenting vote the committee agreed to scrap the entire Carter plan for new rate structures for electricity throughout the country. The Carter plan would have prohibited utilities from discounting electricity for Large Industrial Consumers. It would also require utilities to offer lower rates to con Sumers when demand is Low. The House approved this approach last month and also voted to give the Federal government an even stronger say in determining electric rates. But Senate Energy committee chairman Henry m. Jackson d-wash., said we Don t feel the government should take Over functions now exercised by the in place of the Carter plan the committee tentatively agreed to a much Milder alternative which would Autho Rize the Secretary of Energy to intervene in state electric rate making cases to recommend ways of conserving Energy. Jackson denied that the vote was a major blow to the Energy saving goals of the administration plan. Federal Energy administrator John f. O Leary told a Senate subcommittee that the Overland lines Are needed because of an anticipated glut of Oil from the newly opened Alaska Oil pipeline on the West coast. The administration firmly believes that the construction of at least one and perhaps two of the proposed West to East pipeline systems is urgently needed in order to assure an efficient Means of delivering alaskan crude Oil to those areas of the country which need it o Lear said.
