European Stars and Stripes (Newspaper) - September 17, 1977, Darmstadt, Hesse Scramble for arms by Robert Lindsey new York times n the Wake of president Carter s cancellation Ofil bomber production the most expensive aircraft project in the nation s history arms makers Are scrambling for a share of the $25 billion that Indus try optimists believe will be liberated for other projects Over the next five the by cancellation sent a shockwave through the Industry not so much because of the plane itself As be cause few presidents have had the political nerve to kill project with so Large a political constituency a source of tens of thousands of jobs and votes around the country. To Industry pessimists the president s decisiveness on the by and other actions in the past nine months indicate that Carter will not let the by billions become a Windfall for the military services and defense contractors. He meant his Campaign promises to slow the free spending arms Industry they argue. A moderate school of opinion holds that times have changed but perhaps not too much. The president Means to curb weapons spending proponents say but the momentum of the United states soviet arms race political realities and Congress will limit what he can do. Senior executives of several aerospace manufacture Sand several Wall Street aerospace analysts made the Fol lowing composite forecast of the arms makers future 0 because new defense projects have Long development cycles and Are funded Long in Advance Carter administration policies will probably not have a great Impact on defense procurement for 18 to 24 months. 0 Overall spending for defense hardware will continue to Rise each year but considering inflation the rate of increase will be slower than in recent years. Commercial air plane sales will Rise proportionately inthe total mix of aerospace activities conversely there appears to be Little Hope for a pickup and Likely a de Cline in spending for space projects. 0 except for the new cruise missile More emphasis willbe placed on tactical weapons than strategic weapons although pressure from conservative congressmen and new information about soviet capabilities might propel into development such new strategic weapon Sas the air Force s proposed my intercontinental bal Listic missile. 0 efforts by the president and some congressmen to Lessen the american role As arms supplier to the non communist world will probably reduce Export Sale somewhat but will be limited by political factors particularly the Many thousands of american Job that depend on arms exports. 0 the by cancellation probably Means billions of dollars will be channelled into other projects How Many Bil Lions and where they Are spent will be the subject of intensive lobbying by the three military services and their corporate allies in the defense Industry during the next year and beyond. The cancellation of the by bomber has touched off Agold Rush at the Pentagon. The army is trying to tap some of the Money originally intended for the bomber for More helicopters and to con tract for an expensive Chrysler built tank. The Navy wants More ships submarines and anti sub Marine warfare equipment. The air Force is trying to divert some of the by Money to a project to convert the fill the fighter with a Trou bled history that was once known As the tfx into bomber using engines developed by the general electric company for the by. This project has some highly influential patrons the Texas congressional delegation which has Long looked after the general dynamics corporation and the Massachusetts congressional delegation which dearly wants some work for the Bay state s Gener Al electric Plant that was jolted by the cancellation of the Are also pitching for some of the displaced Grumman aerospace corporation of Long Island which As major subcontractor on the by was dealt a severe blow is trying to convince the air Force to buy Large fleets of its expensive troubled but High perform ing f14 Navy fighter As its next land based interceptor. Lockheed working with the air Force generals who specialize in airlifts wants to divert some of the by Dol Lars to enlarge its c141 transport and to modify the fatigue prone wings of the Large c5a transport plane. General dynamics and Boeing Are facing off on a potentially huge Market for the cruise missile a Market set up by the decision to cancel the by. Boeing is also trying to sell its 747 jumbo Jet As a Aerial launching platform for the missiles and seems assured of some contracts to modify its b52 for the cruise missile. Competitively Lockheed is trying to sell its c5a for launching the All of the scrambling for the phantom billions for Merly earmarked for the by one thing overshadows the sales gamesmanship in the High stakes defense Industry except for the cruise missile the Industry can t Loo Forward to Many big projects. In fact the brightest spot in the Industry is commercial aviation which is dominated by Boeing. Except for the my missile which envisages putting a powerful intercontinental ballistic missile in a Tunnel and moving the missile constantly to make a russian attack difficult no major missile pro Grams Are planned and president Carter appears to be no More than lukewarm toward authorizing the my pro Gram. The Peak year for the nation s aerospace Industry was 1968, when four different markets boomed at once military aircraft partly related to the Viet Nam War commercial jetliners with the approach of the jumbo Jet Long Range strategic missiles and space anchored by the Multi billion Dollar project Apollo. But few people expect that combination of four separate booming markets to occur again very soon if Ever. That year employment in the Industry hit almost 1.5million, and sales reached $30 billion. This year once again sales Are expected to approach $30 billion a slight increase Over 1976, after rebounding from a slump Early in the 70s. Even though the 1968 and 1977 sales figures Are similar because of inflation the Industry is considerably smaller now than it was then. Employment is Down 40 percent to some 900,000. The most encouraging facet of the Industry these Daysis demand for Jet airliners although it has been mostly one sided enriching Seattle s Boeing company. So far this year Boeing has announced orders for 160jet transports Worth $2.1 billion a 60 per cent sales in crease Over this time a year ago. Boeing has yet to experience a really enthusiastic surge of sales for its big 747 a plane that now costs $42 million for 1979 delivery but sales of Boeing s smaller inter City commuter jets the 727, have taken off like a rocket. Boeing is Likely to account for considerably More than 60 per cent of this year s projected deliveries of $4 billion Worth of new jets and next year it is expected to account for More than 70 per cent of deliveries totalling about$5.2 billion. Companies that get a substantial amount of their income from overseas military sales have been stunned by president Carter s announced intention of curbing weapons exports in Hope of dampening the danger of overseas wars. But analysts who Monitor the arms Industry say the Yare doubtful that the administration will be Able to reduce arms exports substantially. Not Only would France the soviet Union and other countries move into the vacuum that would be left if american companies stopped Selling abroad but there Are political pressures at Home. There Are 170,000 employees of United states Compa Nies in the defense Industry whose jobs Are related to for eign military sales one analyst noted. Saturday september 17, 1977 new York times up a Karen Ann Quinlan still in a coma is alive 18 months after parents won court fight to remove Respirator. The Quinlan Story of Karen s death Battle by Joseph Gambardello United press International to and a half years ago Karenann Quinlan fell into a coma and started a train of events that led Toa worldwide debate on the morality of artificially prolonging death. Joseph and Julia Quinlan decided Mohave their comatose daughter taken off the machine that was keeping her alive and let her die with that is not How it has turned out. For the Quinlan who Are devout roman catholics it was a painful decision that they were Able to make Only through their april 15, 1975, Karen Ann then 21, fell into a coma for causes still say it was caused by a mixture of Al Cohol and the tranquil Izer Quinlan of Landing n.j., at first thought their daughter would Karen Ann once a vibrant Young woman did not return to a conscious state. She remains to this Day in what the doctor Scall a persistent vegetative six months after the coma set in the Quinlan filed their first court suit to turn off their daughter s Respirator. The Quinlan writing with Phylli Battelle now Tell the Story of their adopted daughter and the unprecedented court Battle they waged to Dis continue the extraordinary Means that were keeping her alive in Karen Ann published by Doubleday. The Book says some press reports which depicted Karen As a sleeping Beauty hooked up to a Respirator were far fro the truth. The Young woman they said would thrash sweat moan and open her eyes during the coma. She lost weight and her body began to curl into a grotesque fetal you bumped against her bed she would jump almost rising up into a sitting position As though she had been struck or was terrified of something mrs. Quin Lan told us that was just a reflex action. At first every time it happened we had Karen s condition deteriorated her Mother s Hope faded but her father was not ready to give up. He dreamed of outfit Ting a camper and taking Karen to Arizona. At the Hospital he would talk to Karen As if she could hear. Mrs. Quinlan sought counsel from the Parish priest for who she worked father Tom Trapasso. Tra passo told her that the roman Catholic Church maintained there was no moral obligation to prolong life artificially. Karen s sister Mary Ellen 18, an brother John 17, also gradually came to realize that their sister s chances oncoming out of the coma were nonexistent. The sight of Karen s life being prolonged by a machine pumping air through a Hole in her Throat pained them More than the knowledge they had lost her. It just seems like a cold machine Mary Ellen says of the Respi Rator. And it seems More alive than Karen they knew for Karen had told them that she would not want it that Way. Eventually reality caught up wit Joseph Quinlan. On a july saturday he said to his wife we can go to the Ceme Tery today and pick out a but he told father Trapasso he was Wor ried about playing has made the decision that she s going to die. You re just agreeing with god s decision that s All the priest reassured , the Quinlan Trapasso and the Hospital chaplain met with the attending physician at St. Clare s is our decision and wish that she be removed from the Respirator and be re turned to a natural state Joseph Quinla said softly. The doctor agreed. Karen s Case was hopeless. The Quinlan said retold them i think you be made the right a release was drawn up and the Quinlan signed. But the Hospital and doctors walked. The Issue became one of the most celebrated . Court cases of the Cen Tury. The first court ruled against the Quin lans in with the help of a Young lawyer Paul Armstrong they took the Case to the new Jersey state supreme court. A front Page headline in Joseph Quin Lan s scrapbook sums up the court s March 31, 1976, ruling court rules Karen can May 22, she was taken off the Respi Rator. But she did t die. Shortly after wards she was transferred to Morris vie nursing Home where she remains alive breathing on her Friend of Karen a Nanette Foit later recalled something Karen now 23, told told us she was going to die before she was 21," Foit said. And she said she would go Down in the stars and stripes Page 15
