In that context this is a major contributor to deterrence. Be cause it is a major contributor to deter rence it is a major contributor to peace and stability Here in Western Europe Haig told newsmen that he has see Clear improvements within All forces citing a major improvement in their stat of readiness. This is my third reformer and i would say that the improvement has been steady from that first exercise which was done on a far More modest scale Haig said. The general said that this year the seven nations participating in the reformer 77 exercise Here have contributed and Inte grated their forces to a maximum degree. He added that he is pleased with the scope and Caliper of this year s exercise. There is a Clear improvement in the readiness professionalism and compe tence of our Central Region ground forces Haig told newsmen. You will recall that two years ago i suggested that we had a lot of work to do. I used the term Garrison mentality As the great danger to the ground forces. I have seen As a result of Gen. Blanchard s emphasis Gen. George s. Blanchard commander in chief of Usa eur in the United states forces but equally within All of our forces the German forces the dutch the Belgium forces and the British forces who Are participating Here a measured improvement in their state of readiness and their concentration on the Phenomena of changing warning time and the need for increased readiness because the Warsaw pact capabilities Are growing Haig said. He said that efforts at interoperability have also improved As have objectives tactics and doctrine. Haig added that the command and control of Allied air Force sin the Central Region have also been re fined so that the air forces of seven nations can operate together successfully. A Light moment budget director Bert Lance confers with attorney Clark Clifford just before heart attack in Paris the second Day of congressional hear Ings got under Way. A photo Are we far enough Haig asked. No we Are not. We have still a great Deal of work to do. And unfortunately some of that will be dependent upon resources. I have said that we have two problems in the Allied command Europe. First is to improve the efficiency of those forces that we currently command and control and secondly to elicit greater sacrifice of re sources from nations of the Alliance. I m Happy to say that this year As a result of the Summit meeting in London and subsequent meetings of the defense ministers in Brussels that we have both Short and Long term efforts under Way. To which All nations thus far have displayed greater cooperative he said that at the Brussels conference the nations set a goal for an increase of three per cent for their defense. Haig said that because of recent quantitative and qualitative improvements inthe Warsaw pact forces which face the Central Region of Central Europe the Warsaw pact is now Able to launch an attack on Western Europe without reinforcements. He told newsmen that the West is losing the qualitative Edge that it has relied upon in the past to counter the threat of soviet forces As third and fourth generation equipment is now coming off soviet and Warsaw pact production lines. He stressed that this new equipment is now being deployed in the Central Region against nato forces. However Haig said that most expert agree that the West still maintains a qualitative Edge in military hardware Over the soviet bloc forces. I think the Point of concern that we should have he said is that we Are losing that Cushion of Comfort that we could take from a very definite qualitative superiority. Therefore continued modernization of our capabilities along with some increases is Haig said that he does not foresee any problems with the increased numbers of women entering the armed forces. I Wel come the maximum integration of women into our Force structures he said. Lance name tarnished sen.
