Gregory Noke Washington a the controversy involving budget director Bert Lance appears to have slowed decision making atthe White House but apparently has had Little Impact at Lance s own budget of the office of management and budget maintain they Are More concerned about what might happen if Lance were to resign. A career bomb official who did not want to be quoted by name assessed Lance s Impact on budget decisions at the White House and declared it would be hard to find anyone with As much influence As Lance to speak up for us in the a chief concern of this official is that Carter s commitment to a balanced Feder Al budget by 1981 will waver if Lance is not around to push for it since Lance along with Carter had become the chief advocate of balancing the Federal budget. There already Are signs the administration is backing away from the commit ment. Charles l. Schultze chairman of the president s Council of economic advisers said in a speech recently that the administration s economic policy is not based on putting balanced budgets ahead of every thing else " Lance has been considered As More conservative than the administration s other two top economic policymakers Schultz and Treasury Secretary w. Michael Blu Menthal. But he apparently has not Brenas successful in pushing his fiscal arguments since his personal finances became the Center of controversy. Lance was primarily responsible for killing Carter s $50 rebate proposal last Spring something that Schultze favored and which might Well have gone into effect had not Lance blocked it. Those who favor Lance s More conservative Outlook toward economic policy Are worried that his departure from the budget Post would result in a shift to More Liberal economic policies. Lance s is some evidence that Lance s problems have slowed decision making at the White House especially on the Carter tax Reform program was supposed to. Be sent to Congress by the Middle of september but it has been delayed at least until the firs week in october. Key decisions on changes in business taxes designed to increase incentives for investment had not yet been made. Lance who has continued to give speeches in recent weeks despite his prob lems said in one speech that Carter has been presented with conflicting recommendations on How Best to decide the Busi Ness tax question. But others in the administration say decisions Are slower coming from the White House now than before and the Lance controversy is the chief reason. Letters to the editor playing the National Anthem this letter is prompted by an incident which occurred some weeks ago in the movie theater at Rivers the playing of the National Anthem prior to the Start of the film one military member and his wife failed to stand wearing civilian clothes and causing no form of disturbance these individuals were told that they would have to stand or else leave the theater. So they left. The last time i attended the same Thea Ter the National Anthem was not , however Giessen s other theater has begun to precede their films with the share the feelings of Pride and respect for our country which the National Anthem expresses so Well. But i do question whether the movie theater is an appropriate place to play it. Those of us who attend the theater Are simply seeking entertainment. Most read ers would agree that it would be inappropriate to Start every Bowling league game with a recording of the Anthem. The situation and setting would not afford the sobriety of mood to make the playing of the Anthem appropriate for the occasion. Neither does the movie theater seem inappropriate place or time for the playing of our Anthem. I have to question the thought process involved when it becomes mandatory to link tribute to our National heritage with the violence and deviance that is typically contained in the film that follows. Although the dependent briefing announcements solicit the attendance of sponsors and adult noncombatants some parents continue to bring minors. It has not been the policy of the Heidel Berg military Community to refuse entry to persons requiring the Neo briefing be cause they Are accompanied by practice was effected to ensure the widest possible dissemination of the required information to those who May have occasion to use it. The primary concern is that everyone affected by the program be briefed before an emergency condition arises. Until such time As a fre baby sitting service is made available some parents will remain either unable or unwilling to undertake the expense or expend the Effort necessary to provide privately for baby sitting. Ideally a Community Public service organization such As a wives club or some similar organization could be persuade to provide free baby sitting or reimburse the Community nurseries for providing the service. Efforts in this direction have to this Point proved unsuccessful but continue to be made.
