Congress studying $31.07 billion proposal Carter s welfare plan called unworkable Washington a president car Ter s $31.07 billion welfare plan is totally unworkable the chairman of the House ways and Means committee told he Secretary Joseph Califano on monday. As congressional hearings on Carter s proposal opened rep. Al Ullman d-Ore., the chairman said Carter would put 16 million More people on the roster of those receiving government checks. The reference apparently was to per sons who now get food Stamps but would get Cash instead under the combined Wel fare work incentive program an Ullman aide is totally unworkable Ullman said. There is no Way you can keep track of 16 million to 32 million working Ameri cans to Send them that Check. I understand the image you Are trying to create but i m not sure it is real he added. Thirty two million americans will be getting checks from the government and half of that will get them for the first time not on a real basis of the kind of jobs they have but on the number of people in their of labor Ray Marshall Testi fied that the major focus of the welfare jobs program will be to encourage the poor to secure jobs in the regular Economy but he said the government will undertake to provide 1.4 million one year Public service jobs for adult members of families with children where no private sector jobs Are found after a five week search. That number of jobs he said is expected to meet the demand based on a projected unemployment rate of 5.1 per cent in 1981 when the program would go into 2.5 million workers each year would be expected to pass through these 1.4 million slots he said. This Means that Over the course of several years the great majority of the estimated poor and near poor families with children might be assisted by this program on their Way to financial Ullman also said the general Public will not accept adding 16 million persons to the Rolls of persons getting Cash benefits. Califano said he thought oilman s 16 million figure was too High but did not indicate the Correct figure. Hew previously has estimated that about 11 million people get food Stamps but no other assistance. He said however that Carter s plan would put nearly half of the recipients of Aid to families with dependent children into jobs for the first time. He added that a Cash Benefit to the work ing poor in t the same As having people i welfare for the past Califano also denied Ullman s Conten Tion that the Cash assistance plan won t work. He said that the present program is indefensible and that it is unrealistic to expect states to curb welfare abuses when the Hodgepodge design itself is at fault. Currently Califano said 40 million per sons Are eligible for welfare benefits of some kind and another 20 million get some other Type of government assistance such As a tax credit for Low income families. Under the Carter plan the eligibility would be Cut to 36 million people. Califano estimated that 32 million would participate under the consolidated Cash assistance program.
