The Senate passed its version of the Black lung Bill by unanimous voice vote a Day after the House approved a similar Compromise Bill supported by the Carter administration and the United mine work ers. Congressional aides said they Are study ing the two versions of the Bill to see if a House Senate conference committee will be needed to Iron out differences. Both Bills would make the Coal Industry and not the government responsible for financing the payments to miners afflicted with the disabling respiratory disease and to families of deceased miners who had contracted it. Black lung is caused by prolonged Inha lation of Coal dust. There is no known cure. An Industry Trust fund established seven years ago would be financed through a Levy on Coal estimated at up to a Nickel Aton. The existing program has been the target of Sharp criticism from the ump which contends that benefits Are too often delayed because of bureaucratic backlogs and red tape. Many miners who have Black lung Are denied benefits under the current pro Gram the ump has charged. The legislation eases the requirements for miners to get benefits. A doctor s Opin Ion without a rays could be sufficient for  the House and Senate rejected pro visions supported by the ump that would have Given miners automatic Black lung benefits after a certain length of time on the Job 30 years for soft Coal miners 25 years for hard Coal miners. Opponents of the clause said it could have added $1 billion to the program Cost.
