Les Aspin d-wis., said sunday that Turkey has evaded a ceiling by making huge purchases of american arms through an obscure nato Agency. Aspin added that As a result of his com plaints the Pentagon will now count most but not All turkish purchases from the nato Agency against the turkish arms ceiling. Turkey Aspin claimed in a statement increased its purchases through the nato maintenance and Supply Agency Namsa 285 times Over its purchases in 1972. Congress imposed a total embargo on arms sales to Turkey in february 1975 after it had been determined that Turkey used . Arms in its invasion of Cyprus the year before. The embargo was Modi fied in october 1975 to permit Purchase of $125 million in military equipment under the foreign military sales program in each of fiscal years 1976 and 1977. The total amount permitted has been purchased in both years. $28.6 million in 1976 but Aspin pointed out that in Calendar year 1976, Turkey purchased $28.6 million in .-made military goods through Namsa.
