Only 24 percent thought that offering teachers 12-month contracts with pay and duties for the full year would attract better teachers. Instead 79 percent favored boosting be ginning teacher salaries 74 percent said teachers should spend less time on non teaching duties and More than half thought sabbaticals would help recruit better teach ers.
