European Stars and Stripes (Newspaper) - September 29, 1985, Darmstadt, Hesse Page 10 the stars and stripes sunday september 29, 1985 Colu Rihs & comments William Buckley those who Don f suffer from aids have rights too on the whole matter of aids and the evolution of i Public policy to Ward aids sufferers the thinking is Surch. Incomplete and tending toward the ideological rather than the practical. What we Sec happening As Joseph so bran has pointed out is the phenomenon of victim ology. It has become a habit to fix sights on a victim unwed Mother orphan unwanted child refugee cripple unemployed diabetic and the victim thereupon be comes the locus of Laws regulations biases altitudes whatever. If Dorothy Par Ker had written a generation later somebody would have conic out for establishing a National institution to make passes at girls who Wear glasses. All of which is not to diminish by the least one s concern for victims yes. Victims of aids. And although a Tri Bunal somewhere is Likely to distinguish Between the sufferer who got aids be cause he patronized a homosexual Bath House five times a week and the i0-Ycar old boy who is discovered suffering from aids because of a dirty Needle society should t be asked to make different rules for inc two sets of sufferers. They have aids or they do not have aids is the question. But the Rush to stipulate Correct standards of conduct for those who do not have aids toward those who do have aids raises questions not Only of the rights of the victims but of the rights of non sufferers. Los Angeles recently swept into Law a Noble edict making it a Legal offence to discriminate in any Way against an aids sufferer which is All very Well but some How reminds us. Docs it not of those High and mighty tribunals who pass Laws for bidding discrimination in the Public schools on monday and on tuesday with draw their children to Send them to a private school. We need to remember that tender Lov ing care by parents is not necessarily something we desire to condemn even if in is not always rational. The Mother who does t let her Little girl Cross the Street unescorted until she is 11 years old might be the subject of a Anthony Lewis no risk a Riff thatch Lawn in contract Wes in a is a Kook ,.that too vat. ,nm6te no tw.wn6 about the Ymir of k a virus my let Meimre we. A medical Harvard seminar on How she is causing her Little girl to become a psychological cripple. But we Are not yet in a mood to Tell the Mother at what Point her concern for her child s safety becomes an act of social aggression or a diminution of the right of others. The Point about aids is that there is a whole lot we do not know about in. A few weeks ago the doctors told us that it is in fact detectable in human tears. But then they Rush to Tell us that merely be cause it is detectable in human tears docs not mean that it is communicable by human tears. And we nod our Heads per haps wondering Only How come it look so Long for the doctors to find out that it was in fact traceable in human tears. In fact it was t until a couple of months ago that the doctors found out that they can detect whether there is aids in a blood Bank 99.4 percent of the Lime which is terrific for everyone except those who take the remaining 0.6 percent of the blood. Tomorrow we will find out something else beyond the vague business about How aids is Only known to be communicable through sexual Intercourse once twice 100? the Story even Here is not Clear and contaminated Needles How else by no other Means Well then How come they acted As they did in Paris there you May have read in Small Prim when Rock Hudson was discharged All the nurses who at tended to him and this was in a mod Ern Hospital not at a Witch doctor s hut were made to Burn their dresses. The patient was fed on paper and plastic plates with plastic Forks and spoons which were destroyed. So what a non hysterical Mother is entitled to ask herself is a Paris Hospital up to. Safeguarding the Hygiene of nurses and doctors and Hospital employees that she should not also be up to safeguarding the Hygiene of Suzy and Johnny who Are asked to go to school and share meals and games and rough and Tumble with someone suffering from aids the Point is this that compassion for the aids victim cannot reasonably be asked to exhaust inc entire Agenda of human concern. There has got to be understandable concern for the Mother anxious about her child for the restaurant owner anxious about his clients. Is this a summons to quarantine no. But it is a summons to attempt to under stand not Only the feelings of victims but the feelings of those who fear that they too or those they protect might become victims. C Universal press Syndicate last Chance for peaceful change in South Africa the South african government Over Many years has used Force to crush demands for change. That is its answer now repression at Home aggression abroad. But this time the victims of apartheid have not been crushed. After a year after thousands of detentions the protest continues. The situation is different from the past in another crucial respect. The world knows that South Africa is highly Vulner Able to economic pressure. We Learned so last month when for eign Bankers loss of Confidence in the country s Outlook led to a run on the Rand and the government stopped payment on International debts until Jan. I. Knowledge brings responsibility. Those who have the Power to influence South Africa must use it to help end the suffer ing of a great country. The responsibility rests especially on american institutions because South africans care so much about american views. They want to feel connected to the United states. The time has come to make Clear to South africans that they cannot have such a connection to us while their Politi Cal system is based on racism. The time has come for american Banks and businessmen and universities to Send that message urgently unequivocally. The old arguments about whether to pull out of South Africa have really been decided though voices linger. Events have decided them. President Botha decided them this summer when he spurned the idea of meaningful change imposed his emergency and sent the police and army to occupy Black townships. American companies operating in South Africa used to argue that they did Good there by staying. They followed the Sullivan principles they would say and set a Good example by de segregating factories. But de segregating a few factories does not seem meaningful when the country is in turmoil Over people s yearning for elemental rights the right to vote the right to live with your family. The Sullivan principles never meant much to South africans and they have become irrelevant. What matters to businessmen is the attitude of the South african govern ment. They do not believe that the eco nomic system will function while Botha says never that is Why even ism which has been a principal voice for staying has started to say it is discouraged and to deplore the intransigence of the South african opponents of disinvestment have also argued that in would Hurt Blacks in South Africa. But according to recent studies Blacks favor the idea overwhelmingly even if they might lose their own jobs. A Gallup poll last month said 77 per cent favored economic sanctions unless South Africa agrees to gel rid of the apartheid an important sign of changing attitudes on disinvestment was a cover Story in the sept. 23 Issue of business week. If there is no significant Progress soon the article concluded "u.s. Companies will have Little moral or business reason my View is that companies like ism and general motors and Ford and Xerox should state their intention to leave South Africa within a very Short time unless the government agrees to real change. A convenient deadline would be Jan. 1, when South Africa is due to resume repaying foreign Loans. South african businessmen have Al ready defined what the government must do end the emergency release political prisoners abolish apartheid and Start negotiating the political future of the coun try. Those Are the minimum terms for restoring order and Hope to South Africa. The same urgency and the same sense of what is needed should apply at Ameri can universities and other institutional shareholders. They should undertake now to sell their shares in any company that remains in South Africa after Jan. I unless real change is under Way. A University is once removed from to Issue but after the events of recent months that cannot be an excuse for inac Tion. Harvard s voice will be heard if it Speaks clearly and firmly now heard m ism and heard in South Africa. Bishop Desmond Tutu Spe Kinf by Telephone to the University of Indiana last week appealed for Sharp and Hort and dramatic action from institution abroad. That kind of intervention he said is our last Chance for reasonably peaceful change in South cd new York times news service
