The Basing idea entails fitting the new Multi warhead missiles with armoured suits and hiding them among a Large number of cheaply constructed underground silos. A Reagan administration official familiar with the missile program said Friday that the plan was receiving serious High level attention in the Pentagon although it has not won univer Sal approval. Officials said the method could be used As Well for a smaller single warhead missile dubbed midget Man. The plan which joins More than 30 other Basing schemes devised and scrapped Over the past decade has some similarities to an earlier proposal favored by presi Dent Carter that involved shuttling the missiles on heavy trucks among a network of Concrete shelters. That idea was abandoned by president Reagan after officials in the Western states where it was to be located protested about the enormous amount of land required. Reagan instead endorsed a scheme to place the missiles in deep silos packed close together on the theory that attacking missiles would blow each other up and allow some american missiles to escape. The program was rejected by Congress amid widespread ridicule of its design. The current plan is to put the my missiles in older minuteman silos an idea that critics have suggested would leave them vulnerable to attack. The officials said that testing of the plan for armouring the missiles themselves rather than the silos was getting its Strong est push from Donald a. Hicks a physicist and former North Rop com. Executive who was recently appointed undersecretary of defense far research and engineering. It s a very interesting concept Hicks confirmed in an interview.
