The inmates agreed to release their hostages if officials promised not to retaliate and if inmates were allowed to remain outside their cells until the meetings were Over. Lawrence said the agreement did not mean inmates would not be prosecuted for involvement in the disturbance but they would not be harassed. Prison spokeswoman Linda Morgan said the hostages were released on condition the Warden answer three questions but she said she did not know what those questions were. Gov.
