Sut a will Tillman Antoinette Brunson Adrian Anict Matthew Perkins a Liberty Perkins Brian Perkins treaty violations by soviets darken1 arms control negotiations Reagan says Washington a president Reagan says in a report to Congress that new soviet missile deployments and other violations threaten existing arms control agreements and Darken the atmosphere for any new Accord at the arms control talks in Geneva Switzerland. He says the violations Are deliberate and cause grave concern regarding soviet commitment to arms but while reserving the right to take counter measures the report suggests the administration will not now cancel any of those agreements and will give the soviets time to Correct violations. The report was denied by the soviet Union. The official news Agency Tass said sunday the report is propaganda fraud designed to discredit the Kremlin. The report which Congress required when it approved fiscal 1986 defense spend ing is scheduled to be sent to the lawmakers on monday. A copy of the unclassified document was obtained by the associated press on saturday. Citing a pattern of soviet noncompliance the report said the most serious new violation is the deployment by the Kremlin of ss-25 intercontinental ballistic missiles during 1985, which the administration con tends exceed the a ratified 1979 Salt ii treaty limit on new missiles. Reagan Calls this a Clear and irreversible violation of the soviet Union s Salt ii commitment with important political and military the report also publicly charges for the first time that the soviet Union has exceeded the level of 2,504 strategic nuclear delivery vehicles such As missile launchers and heavy bombers that it had when it signed the Salt ii treaty. The report did t cite a precise figure. It Renews past charges of violations of the 1972 anti ballistic missile treaty especially the soviet construction of a new radar facility near Krasnoyarsk in Siberia which could be used in a nationwide anti ballistic missile defense. Another new violation is alleged to be these of dismantled ss-7 icbms facilities for the ss-25 missiles which is prohibited by the 1972 Salt i treaty. This is not Widl regarded As a serious violation in the administration however. The report titled soviet noncompliance with arms control agreements contains few surprises and is not expected to have a major Impact on administration arms control policy in the View of several administration arms control experts. Reagan said he expressed his personal concerns about the violations to soviet Leader Mikhail Gorbachev at their Summit in Geneva last month. As violations of Legal obligations or political commitments they cause grave con Cern regarding soviet commitment to arms control and they Darken the atmosphere in which current negotiations Are being con ducted in Geneva and elsewhere he said. But Reagan said the soviet Union has not yet provided explanations sufficient to alleviate our concerns on these issues no taken corrective action. Instead they have continued to assert that they Are in Complete compliance wit their arms control obligations and commit the report suggests that the United states will continue to abide by the agreements for the time being even the soldiers return from Pershing ii tests schwaeb1sch-Gmuend, Ger Many about 100 soldiers from the three artillery battalions of the 56th Field any brigade returned to Germany saturday from Cape canaveral Fla., where the test launched three two stage penning ii missiles according to army spokesman maj. Counter measures and that it will be Given careful consideration. Sources said the re port has been delayed because of Dis agreement Over what countermeasures arc feasible. Other officials disclosed recently that the administration has decided to put off a decision on Salt ii until Spring when a new missile firing Trident submarine is to begin sea trials forcing a Choice Between exceed ing the limits on missiles or dismantling an existing missile system such As two pose dons.
