Reagan Calls this a Clear and irreversible violation of the soviet Union s Salt ii commitment with important political and military  the report also publicly charges for the first time that the soviet Union has exceeded the level of 2,504 strategic nuclear delivery vehicles such As missile launchers and heavy bombers that it had when it signed the Salt ii treaty. The report did t cite a precise figure. It Renews past charges of violations of the 1972 anti ballistic missile treaty especially the soviet construction of a new radar facility near Krasnoyarsk in Siberia which could be used in a nationwide anti ballistic missile defense. Another new violation is alleged to be the use of dismantled ss-7 icbms facilities for the ss-25 missiles which is prohibited by the 1972 Salt 1 treaty. This is not widely regarded As a serious violation in the administration however. The report titled soviet noncompliance with arms control agreements contains few surprises and is not expected to have a major Impact on administration arms control policy in the View of several administration arms control experts. Reagan said he expressed his personal concerns about the violations to soviet Leader Mikhail Gorbachev at their Summit in Geneva last month. As violations of Legal obligations or political commitments they cause grave con Cern regarding soviet commitment to arms control and they Darken the atmosphere in which current negotiations Are being con ducted in Geneva and elsewhere he said. But Reagan said the soviet Union has not yet provided explanations sufficient to alleviate our concerns on these issues nor taken corrective action. Instead they have continued to assert that they arc in Complete compliance with their arms control obligations and  the report suggests that the United states will continue to abide by the agreements for the time being even the a ratified Salt ii treaty which would expire on dec. 31.
