European Stars and Stripes (Newspaper) - December 23, 1985, Darmstadt, Hesse Page 8 the stars and stripes monday december 23, 1985 Speed realism technology to Mark reformer Effort a world today by Chuck Vinch Washington Bureau Washington Speed realism and High technology Are the byword at the military traffic manage ment come for the upcoming reformer exercise. The command will have dockworkers Labouring around the clock to Sec just How fast ships can be loaded with military equipment bound for a foreign Battlefield in wartime. Units deploying overseas will use the same ports they would use for wartime deployment and unit com Manders will have the Chance to familiarize themselves with port operations. The exercise will involve More Reserve units than Ever before including the first deployment of a Complete Reserve component brigade the Wisconsin army National guards 32nd inf brigade much. Sixty three army National guard and Reserve units ranging in size from detachments to battalions will participate. The command is moving closer to full implementation of its automated system for stowing equipment on ships. The system will Cut the time needed for developing Stow plans from 24 hours to two hours. We re really not sure How quickly we can Load the Navy s fast sea lift ships because we be never had the stevedores working around the clock like they will this year said maj. Gen. Harold Small a tic commander. Our objective is to Load about 1.400 pieces of equip ment within 48 hours and unload it in Europe within 24 hours Small said. Another a tic initiative this time is to familiarize units with the ports they probably would use to deploy in wartime. We be changed our philosophy on port selection said col. George Kain an a tic spokesman. In the past we be looked for the most economical route to the most economical port. Now we re saying that if a unit is deploying on an exercise we re going to deploy it whenever possible through its designated War Lime primary or secondary during this reformer Kaine said the port that a particular unit deploys to probably will be the same one that unit would use under wartime contingency plans. We re also giving unit commanders a Chance to go to the port prior to deployment he said. This will let Allih c players talk to each other and familiarize themselves with All aspects of the system. Hopefully it la make things run that much for the last exercise the command introduced codes computerized deployment system which drastically Cut the time it takes planners to figure out How to Stow equipment on ships bound for Europe. The Momcil continuing to implement that system. Small said that when the system is fully operational sometime in fiscal 1987, the time could be Cut to two hours from the current 24. If we re mobilizing for War he said we re not going to have 24 hours to decide How to Stow a the sys Teni uses ism personal computers to create three dimensional visualizations of the size and shape of ships. The computer takes into account individual characteristics of the ship including areas difficult to Maneu ver in weight limitations and balance requirements. It then kicks out a recommendation of How the equip ment should be positioned on Board. Previously staff members pasted miniature paper Cut outs of individual items of cargo onto printed Layouts on each deck of the ship an extremely tedious and time consuming task. However Small said the system will not eliminate human input. The vessel master still has the final say on stowing of gear on his ship he said. If he does t like the computer s recommendation for some reason and he does t have to give a reason we go Back to the computer and have it kick out some other configurations we can use until we get one that s to the vessel master s we be changed our philosophy on port selection col. George Kaine another aspect of the command s paperless deploy ment concept is a bar code system for identifying equipment. With this system each piece of equipment is labelled with the same bar codes that appear on just about every product found in supermarkets today. Soldiers using the system run an electronic Wand attached to a scanner Over the Label. The information is fed into a computer and can be used together with codes to draw up Stow plans for ships. About 100 equipment records can be fed into a com Puter in five minutes using the bar codes. The old proce Dure required filling out seven part forms. A Hundred equipment records took about two hours to process. The system now still needs what Small called a human interface someone to take the bar conc in formation and manually Transfer it to codes. When the system is fully implemented the command will have computer modems linking the two systems which will permit almost instantaneous electronic trans Fer of information. So if we re loading a train with equipment at fort Riley Kansas we can read the bar comes for each item going on the train and Send it by Modem to the port and into the codes Small said. By the time the train arrives Well already have a Stow plan for loading the equipment aboard ship and we re not far from that a tic essentially owns the . Side of reformer Small said. The command is responsible for getting equipment on and off the Navy s military sea lift come ships. The a tic also moves equipment to the ports and moves stateside units participating in reformer to the air Force s military Airlift come airfields if the units involved ask for those services. This reformer exercise will involve two of the Navy s fast sea lift ships the an arcs and the Algol which will Load in Baltimore md., and Beaumont Texas respectively. A third ship the Gas Turbine William m. Callag Han will Load in Jacksonville Fla. The ships will leave in late december and Early Jan uary for ports in Belgium where the a tic will unload them and Send the equipment on its Way to Germany for the certain Sentinel exercise.
